If your company operates in Asturias and has pending registration of a collective agreement, deposit of an equality plan or registration of a temporary work agency, the procedure has changed. The Resolution published on October 10, 2026 formalizes the agreement between the Ministry of Labor and the Principality of Asturias to completely digitalize these labor procedures. There is no transition period: the regulation came into force on the same day of its publication.

The change is not minor. Until now, part of these procedures could be managed on paper or in person. From this date, Asturias integrates into the central computer platforms of the Ministry of Labor, eliminating physical processing for these registries.

What does this regulation establish?

The agreement between the Ministry of Labor and the Principality of Asturias regulates the shared use of ministerial computer applications to electronically manage the following labor procedures:

ProcedureDescription
Registry of collective agreementsRegistration and deposit of collective labor agreements negotiated within the scope of Asturias
Registry of collective labor agreementsDeposit of collective agreements other than conventions (company agreements, non-application agreements, etc.)
Registry of equality plansDeposit of equality plans prepared by companies with legal obligation
Deposit of trade union and business statutesDeposit of statutes of trade union organizations and business associations
Registry of temporary work agencies (ETT)Registration and registry management of ETTs operating in Asturias

The Principality of Asturias commits to comply with the technical specifications set by the Ministry and to host its data on the central ministerial platforms. A central database accessible to all competent labor authorities is created, with direct link to official bulletins. External access will be carried out through specific websites, with the possibility of customization by the autonomous community.

The regulation guarantees compliance with the Law 39/2015 on Common Administrative Procedure and current regulations on data protection.

Economic and operational impact

This change does not generate new fees or direct costs for companies. Its impact is fundamentally operational and compliance-related: whoever does not adapt their internal processes to electronic processing risks having their registrations rejected or delayed, with the consequences that entails.

  • Equality plans: Companies with the obligation to deposit their plan (from 50 employees) must now do so exclusively electronically in Asturias. A failed or unrealized deposit may imply non-compliance with the legal obligation.
  • Collective agreements: Failure to register prevents the agreement from having full legal effects. A delay due to not adapting to the digital channel can paralyze the application of the agreement.
  • ETTs: Temporary work agencies must verify that their registry registration in Asturias is updated on the new electronic platform to operate legally.
  • Trade union and business organizations: The deposit of statutes also migrates to the electronic channel, which affects the constitution and modification of these entities.

The central database created as a result of this agreement also implies greater traceability and accessibility for labor authorities, which can intensify the capacity for inspection and control over compliance with these obligations.

Who does it affect?

  • Companies with their own collective agreement or that participate in the negotiation of agreements within the Asturian scope.
  • Companies with 50 or more employees obligated to prepare and deposit equality plans.
  • Temporary work agencies (ETTs) that operate or want to operate in Asturias.
  • Trade union organizations with presence in Asturias that must deposit or modify their statutes.
  • Business associations and organizations with headquarters or activity in Asturias.
  • Labor advisors and HR firms that manage these procedures on behalf of their clients.

Practical example

An Asturian industrial company with 120 employees has the legal obligation to deposit its equality plan. Until now, its labor advisor managed the deposit in person before the labor authority of the Principality. From October 10, 2026, this procedure must be carried out exclusively through the electronic platform of the Ministry of Labor, accessed through the website enabled for Asturias.

If the advisor attempts to submit the documentation through the old channel, the procedure will not be admitted. The company will be in a situation of non-compliance with its deposit obligation until it completes the registration electronically, with the risk of sanctions that this implies in case of inspection.

The same scenario applies to an ETT that wants to expand its activity to Asturias: its application for registry registration must now be processed through the new digital platform, not through the old in-person or paper channel.

What should companies do now?

  1. Identify what procedures you have pending in Asturias: deposit of equality plan, registration of agreement, registration as ETT or deposit of statutes. If you have any pending, it must be processed now electronically.
  2. Verify that you have a digital certificate or enabled access to the electronic platform of the Ministry of Labor to operate in Asturias. Without digital access, you will not be able to complete the procedure.
  3. Inform your labor advisor or management firm of the channel change. If you outsource these procedures, make sure your provider already operates in the new electronic system.
  4. Review the legal deadlines of your obligations: if you have a pending equality plan deposit or an agreement in the registration process, the channel change does not suspend or extend the current legal deadlines.
  5. Consult the website enabled by the Principality of Asturias for external access to the platform, where there may be specific customizations by the autonomous community.
