Temporary work agencies and trade union and business organizations operating in Aragón have a new obligation that is in effect as of today: all their registration procedures with the regional labor authority must be carried out exclusively electronically. There is no transition period. The Resolution of October 9, 2026 from the General Technical Secretariat publishes the renewed agreement between the Ministry of Labor and the Autonomous Community of Aragón, which replaces the previous agreement that expired in July 2025.
The change is significant: it means that any paper submission or submission through non-electronic channels will be outside the valid procedure. Labor administrations in Aragón will now operate with the computer applications of the Ministry of Labor, sharing a central database accessible to all competent labor authorities.
What does this regulation establish?
The agreement between the Ministry of Labor and Aragón regulates the electronic operation of four major blocks of regional labor procedures:
| Procedure | Who performs it | Mandatory channel |
|---|---|---|
| Registration and filing of collective agreements | Collective agreement negotiators (companies and unions) | Exclusively electronic |
| Registration and filing of collective labor agreements | Collective agreement negotiators | Exclusively electronic |
| Registration and filing of equality plans | Companies required to have an equality plan | Exclusively electronic |
| Filing of statutes of trade union and business organizations | Unions and business associations in Aragón | Exclusively electronic |
| Registration of temporary work agencies (ETTs) | ETTs operating in Aragón | Exclusively electronic |
The technological platform supporting these procedures is that of the Ministry of Labor. Aragón does not develop its own system, but rather integrates into the state infrastructure, which guarantees interoperability between administrations. The central database is shared and accessible to all labor authorities with jurisdiction over the files.
The previous agreement between both administrations expired in July 2025, leaving a gap of more than three months that is now covered by this new agreement. The new resolution also ensures compliance with data protection regulations and electronic administrative procedures.
Economic and operational impact
This agreement does not generate new fees or direct costs for affected organizations. Its impact is fundamentally operational and compliance-related: those not adapted to electronic processing will see their procedures blocked or rejected.
The main areas of impact are:
- ETTs: Their registration and any subsequent modifications must be managed entirely electronically. An ETT that does not have a valid digital certificate or access to the Ministry platform will not be able to complete its registration, renewal or modification procedures in Aragón.
- Unions and business associations: The filing of statutes—mandatory for their legal recognition—becomes 100% digital. Any future statutory modifications will have to be processed through this channel.
- Collective agreement and equality plan negotiators: The registration of new agreements, salary reviews and equality plans requires access to and familiarity with the Ministry's electronic platform.
The real cost for organizations is that of internal adaptation: obtaining or renewing digital certificates, training staff responsible for procedures and, where applicable, hiring external advisory services to manage electronic procedures.
Who does it affect?
- Temporary work agencies (ETTs) operating or based in Aragón: required to use electronic registration for any procedure with the regional labor authority.
- Unions with presence in Aragón: for the filing of statutes and their modifications.
- Business associations in Aragón: same regime as unions for the filing of statutes.
- Companies negotiating collective agreements of regional or provincial scope in Aragón: for the registration and filing of collective agreements and accords.
- Companies required to have an equality plan (more than 50 employees) operating in Aragón: for the registration of the plan with the Aragonese labor authority.
- Labor advisors and management firms acting on behalf of any of the above.
Practical example
A temporary work agency based in Zaragoza needs to renew its registration in the ETT Registry of Aragón in November 2026. Until now, it could submit documentation on paper to the General Directorate of Labor of the Government of Aragón.
As of October 20, 2026, that procedure must be carried out exclusively through the Ministry of Labor's electronic platform. If the ETT does not have an updated digital certificate or its administrative staff does not know the electronic procedure, the renewal will be blocked. The practical result: inability to operate legally in Aragón until the situation is regularized.
The same scenario applies to a union that wants to modify its statutes or a company that must file its equality plan for the first time after exceeding 50 employees.
What should companies do now?
- Verify if your organization is within the scope of application: ETTs, unions, business associations and companies negotiating agreements or with an equality plan in Aragón. If so, the change affects you as of now.
- Check that you have a valid digital certificate: Both the natural person responsible for the procedure and, where applicable, the legal representative of the organization need a current electronic certificate (FNMT or equivalent recognized).
- Identify access to the Ministry of Labor platform: Procedures are carried out through the Ministry's electronic office. Make sure your staff knows how to access and operate on it.
- Update electronic representation powers: If an advisor or management firm acts on your behalf, verify that they have the necessary authorization to represent you in the electronic office.
- Review pending procedures: If you have any pending registration, filing or renewal, process it now electronically. Don't wait for an urgent procedure to catch you without access prepared.
