ETTs, unions and business associations with headquarters or activity in Castilla y León can no longer submit paper documentation to register collective agreements, equality plans or statutes. The Resolution of July 27, 2026 formalizes the agreement between the Ministry of Labor and the Board of Castilla y León to completely digitalize these labor procedures.
The regulation entered into force on July 23, 2026, even before its publication in the BOE (August 3, 2026). Any pending procedure must be adapted to the new electronic channel immediately.
What does this regulation establish?
The agreement formalizes collaboration between the Ministry of Labor and Migration and the Community of Castilla y León to digitalize four major blocks of labor procedures:
| Procedure | Who performs it | Mandatory channel |
|---|---|---|
| Registration and filing of collective agreements | Companies, unions, negotiating commissions | Exclusively electronic |
| Registration and filing of collective labor agreements | Companies, unions, negotiating commissions | Exclusively electronic |
| Registration and filing of equality plans | Companies required by law to have an equality plan | Exclusively electronic |
| Filing of statutes of trade union and business organizations | Unions and business associations | Exclusively electronic |
| Registration of temporary employment agencies (ETT) | ETTs with activity in Castilla y León | Exclusively electronic |
Castilla y León commits to using the computer applications of the Ministry of Labor, following its technical specifications. This means that the autonomous community does not develop its own platform: it integrates into the Ministry's central system.
The result is a central database accessible to all competent labor authorities, with direct link to official bulletins. The regulation reinforces the citizen's right to interact electronically with the Administration recognized in the Law 39/2015 on Common Administrative Procedure.
Economic and operational impact
This regulation does not generate new fees or direct costs for companies. The impact is operational and compliance-related: those who do not adapt their internal processes to electronic processing may see critical procedures blocked, such as registering a collective agreement or renewing registration as an ETT.
The main practical effects are:
- Elimination of paper: None of the five listed procedures can be submitted in physical format. Organizations still using manual processes must digitalize them.
- Mandatory digital certificate: All representatives who sign or submit documentation need to have a valid electronic certificate (or digital authorization).
- Greater transparency: The central database and link to official bulletins mean that agreements, accords and equality plans will be more easily consultable by labor inspection, unions and third parties.
- Unified access for authorities: All competent labor authorities will be able to consult the information in real time, which can speed up inspections and requests.
Who does it affect?
- Temporary employment agencies (ETT) with activity or registration in Castilla y León: must process and maintain their registration exclusively through electronic means.
- Unions with presence in Castilla y León: filing of statutes and participation in collective bargaining become 100% digital procedures.
- Business organizations in Castilla y León: filing of statutes and collective agreements in mandatory electronic format.
- Collective agreement negotiating commissions: the registration and filing of collective agreements and labor accords is carried out exclusively through the Ministry's platform.
- Companies required to have an equality plan with a workplace in Castilla y León: the filing of the equality plan must be done through the Ministry's electronic platform.
- Labor advisors and management firms acting on behalf of any of the above: must have the necessary electronic means to operate on the platform.
Practical example
A temporary employment agency based in Valladolid that until now submitted its registration renewal documentation to the Board of Castilla y León in paper or by in-person filing, as of July 23, 2026 must carry out that procedure exclusively through the Ministry of Labor's electronic platform.
If the ETT does not have an updated digital certificate for its legal representative, or if its management firm does not have enabled access to the Ministry's platform, the procedure will be blocked. This can directly affect the validity of its authorization to operate as an ETT in the autonomous community.
Similarly, a union negotiating a sectoral agreement in Burgos will have to submit the agreed text for filing and registration solely through electronic means, with digital signature of the representatives. Physical delivery of the document will not be accepted.
What should companies do now?
- Verify the digital certificate of the legal representative: Check that it is valid and enabled to operate in the Ministry of Labor's electronic office. If it has expired or does not exist, process it urgently.
- Identify all pending procedures: Review if there are agreements, accords, equality plans or statutes pending registration or renewal, and ensure they are processed through the electronic channel.
- Communicate it to the management firm or labor advisory: If these procedures are delegated to a third party, confirm that it has enabled access to the Ministry of Labor's platform for Castilla y León.
- ETTs: review the registration status: Temporary employment agencies must confirm that their registration in Castilla y León is updated on the Ministry's electronic platform and that any future modifications will be processed digitally.
- Update internal procedures: Remove any process that contemplates the physical submission of labor documentation to the Board of Castilla y León for the affected procedures.
Frequently asked questions
Since when is electronic registration of agreements mandatory in Castilla y León?
The obligation is effective from July 23, 2026, the date the agreement between the Ministry of Labor and the Community of Castilla y León entered into force. Publication in the BOE occurred on August 3, 2026, but the effective date is prior to that date.
What platform should ETTs and unions in Castilla y León use for their procedures?
They must use the computer applications of the Ministry of Labor, following its technical specifications. Castilla y León does not develop its own platform: it integrates into the Ministry's central system, accessible through the electronic office of the Ministry of Labor and Social Economy.
What procedures are affected by this electronic obligation?
The following are affected: registration and filing of collective agreements, registration and filing of collective labor agreements, filing of equality plans, filing of statutes of trade union and business organizations, and registration of temporary employment agencies (ETT) in Castilla y León.
What happens if a company submits paper documentation after July 23, 2026?
The regulation establishes that procedures must be carried out exclusively through electronic means. Paper submission is not contemplated as a valid channel, which may result in the rejection of the procedure and the blocking of the requested registration or filing.
Does this regulation affect all companies in Castilla y León or only ETTs?
It specifically affects temporary employment agencies (ETT) for their registration, and unions, business organizations and collective agreement negotiating commissions for the filing of agreements, accords and statutes. It also affects companies required to file equality plans with a workplace in Castilla y León. Ordinary non-ETT companies are not affected in their commercial registration or other general labor procedures.
