The provisional lists of admitted and excluded candidates for the selection process for permanent civil service positions in professional groups M2, M1 and E1 have already been published. The Resolution of September 30, 2026 from the Under-Secretary of the Ministry of Social Rights, Consumer Affairs and 2030 Agenda—published in the Official Gazette of October 3, 2026—starts the clock for excluded candidates: the remedial period is short, unforgiving and with no second chance.
This process is part of the call issued on July 6, 2026 and is governed by the IV Collective Agreement for civil service personnel in the General State Administration. It affects both open competition and internal promotion.
What does this regulation establish?
The resolution approves the provisional lists of persons admitted and excluded from the selection process for entry as permanent civil service personnel in the General State Administration, in groups M2, M1 and E1, under the IV Collective Agreement of the AGE.
The key elements it regulates are three:
- Publication of provisional lists: A distinction is made between admitted, excluded and omitted candidates. Excluded and omitted candidates have the possibility to remedy their situation.
- Remedial period and channel: 10 working days from publication in the Official Gazette (October 3, 2026), exclusively through the IPS platform on RedSara. No other channel is accepted.
- Exam dates, times and venues: Set with precision for each professional group.
| Professional group | Competition type | Exam date | Time | Venue |
|---|---|---|---|---|
| M2 and M1 | Open competition and internal promotion | January 17, 2027 | 10:00 | ETSISI — Universidad Politécnica de Madrid |
| E1 | Internal promotion | February 4, 2027 | 16:00 | Ministry headquarters on Paseo del Prado, Madrid |
The consequence of not remedying within the deadline is decisive: exclusion becomes permanent and with no possibility of prior appeal. There is no room for maneuver afterwards.
Economic and operational impact
For candidates, the impact is not economic in terms of direct costs, but of opportunity: losing the position due to a remediable administrative defect is the real risk.
From an operational perspective, the critical aspects are:
- Immediate review of the list: Each candidate must check their status (admitted, excluded or omitted) in the published lists. Omission—not appearing in any list—also requires remediation.
- Single remedial channel: Only the IPS platform on RedSara is accepted. Any claim through another means will have no effect.
- Logistical planning for the exam: Admitted candidates must organize travel and preparation for the scheduled dates. ETSISI at UPM and the Paseo del Prado headquarters are the only confirmed venues.
- Irreversibility of non-compliance: Unlike other administrative procedures, there is no prior appeal if you miss the remedial period. Permanent exclusion closes the process for that candidate.
Who does it affect?
- Candidates who applied for the selection process for permanent civil service positions in the AGE in professional groups M2, M1 and E1, called on July 6, 2026.
- Candidates competing through the general open competition system.
- Civil servants aspiring to internal promotion within the same groups.
- Persons appearing as excluded or omitted in the provisional lists who need to remedy documentary or administrative defects.
- Labor advisors and human resources managers accompanying candidates in the process.
Practical example
Imagine a candidate for group M1 through open competition receives notification that they appear as excluded in the provisional lists due to a defect in the submitted documentation. The resolution gives them exactly 10 working days from October 3, 2026 to correct it.
Their roadmap is clear:
- Access the IPS platform on RedSara within the deadline.
- Remedy the specific defect indicated in the excluded candidates list.
- If the remediation is correct, they move to the final list of admitted candidates and can take the exam on January 17, 2027 at 10:00 at ETSISI of the Universidad Politécnica de Madrid.
If they do not act within the deadline, they are permanently excluded. They will not be able to cite this selection process in any prior appeal: the door closes without further procedure.
What should candidates do now?
- Check the provisional lists immediately: Verify if you appear as admitted, excluded or omitted. Do not assume you are admitted without checking.
- If you are excluded or omitted, act before the 10 working days expire: The deadline starts on October 3, 2026. Calculate the final date counting only working days (exclude Saturdays, Sundays and national holidays).
- Use exclusively the IPS platform on RedSara to remedy: No other channel (postal mail, in-person, email) is valid. Access with digital certificate or cl@ve.
- Prepare the documentation that corrects the indicated defect: The excluded candidates list specifies the reason for exclusion. Remedy exactly that point, not others.
- Note the exam dates and venues: Groups M2 and M1 → January 17, 2027, 10:00, ETSISI (UPM), Madrid. Group E1 → February 4, 2027, 16:00, Ministry headquarters, Paseo del Prado, Madrid.
- If you advise candidates: Urgently communicate to your clients or represented parties the need to review the lists and the remedial deadline. Permanent exclusion cannot be reversed.
Frequently asked questions
How much time do I have to remedy if I appear as excluded in the provisional lists?
You have 10 working days counted from the publication of the resolution in the Official Gazette, which took place on October 3, 2026. Working days exclude Saturdays, Sundays and national holidays. If you do not remedy within that period, the exclusion becomes permanent and with no possibility of prior appeal.
How and where is the remediation of exclusion done in these examinations?
Remediation is carried out exclusively through the IPS platform on RedSara. No other channel is accepted (in-person, postal mail, email). You will need a digital certificate or cl@ve to access. The specific reason for exclusion appears in the provisional list itself.
When and where are the exams for permanent civil service positions groups M2, M1 and E1?
The exams are scheduled as follows: groups M2 and M1 will be examined on January 17, 2027 at 10:00 at the ETSISI of the Universidad Politécnica de Madrid. Group E1 (internal promotion) will do so on February 4, 2027 at 16:00 at the Ministry headquarters on Paseo del Prado, Madrid.
What happens if I do not appear in any list (neither admitted nor excluded)?
If you are omitted—that is, you do not appear in either of the two lists—you must also remedy your situation through the IPS platform on RedSara within the same period of 10 working days from October 3, 2026. Omission is treated the same as exclusion: if you do not act within the deadline, you are permanently out of the process.
What call does this selection process correspond to?
This selection process was called by the Resolution of July 6, 2026 from the Ministry of Social Rights, Consumer Affairs and 2030 Agenda, for entry as permanent civil service personnel in professional groups M2, M1 and E1, subject to the IV Collective Agreement for civil service personnel in the General State Administration, both through open competition and internal promotion.
