New Secretary-Intervention civil servants will be able to take up their positions in municipalities throughout Spain following the publication of the supplementary list of passed candidates contained in Order TDF/442/2026, of April 28. The order, published in the BOE on May 8, 2026, officially recognizes that these applicants have passed the selection process for access to the Secretary-Intervention sub-scale, belonging to the Scale of local administration civil servants with national qualification.

This supplementary list is added to the main list already approved by Order TDF/807/2025, of July 22, 2025, thus closing the set of passed candidates in the temporary employment stabilization process called in December 2022 and extended in December 2024.

What does this regulation establish?

Order TDF/442/2026 publishes a single supplementary list of applicants who have passed the selection process for access to the Secretary-Intervention sub-scale, within the framework of temporary employment stabilization in local administration.

The selection process is governed by the following calls:

  • Initial call: Order HFP/1330/2022, of December 29
  • Extension of the call: Order TDF/1508/2024, of December 23, 2024
  • Main list of passed candidates: Order TDF/807/2025, of July 22, 2025
  • Supplementary list (this order): Order TDF/442/2026, of April 28, 2026

The modality of the process is competition, framed within measures for stabilizing temporary employment in the public sector. Those who pass gain access to the Secretary-Intervention sub-scale, which is part of the Scale of local administration civil servants with national qualification.

The functions that these civil servants will perform in their positions include:

  • Public faith in municipal acts and agreements
  • Legal advice to local government bodies
  • Economic-budgetary control of the municipality

The positions correspond mainly to smaller population municipalities, where the Secretary-Intervention position integrates the functions of secretary and economic intervention in a single civil servant.

Economic and operational impact

For municipalities, the publication of this supplementary list means the possibility of filling Secretary-Intervention positions that may have been vacant or provisionally filled during the stabilization process. Having a nationally qualified civil servant in a permanent position provides legal and budgetary stability to the municipality.

For passed applicants, official recognition through this ministerial order is the necessary prior step for taking office. Without this publication in the BOE, it is not possible to formalize incorporation into the position.

From the perspective of the overall stabilization process, this supplementary list closes a cycle that began with the call in December 2022, completing together with the main list of July 2025 the definitive set of passed candidates.

Who does it affect?

  • Applicants included in the supplementary list: Those who have passed the selection process and appear in the list published by Order TDF/442/2026. For them, this publication activates the process of taking office.
  • Municipalities with vacant Secretary-Intervention positions or in temporary provision: Smaller population municipalities awaiting the incorporation of a nationally qualified civil servant in a permanent position.
  • Applicants on the main list (Order TDF/807/2025): They are not directly affected, but this supplementary list closes the overall selection process.
  • Applicants not included in either list: Those who do not appear in either the main list or the supplementary list have not passed the selection process under this call.

Practical example

An applicant who participated in the selection process for access to the Secretary-Intervention sub-scale under Order HFP/1330/2022 and who did not appear on the main list approved by Order TDF/807/2025 in July 2025, now finds that their name appears in the supplementary list published by Order TDF/442/2026.

That official recognition enables them to begin the process of taking office in the smaller population municipality where their position is assigned. From that moment on, they will perform functions of public faith, legal advice, and economic-budgetary control in that municipality as a career civil servant with national qualification.

Without the publication of this supplementary list in the BOE, that applicant could not formalize their incorporation, regardless of having passed the selection process.

What should those affected do now?

  1. Verify inclusion in the list: Consult Order TDF/442/2026 published in the BOE of May 8, 2026 to confirm that the name appears in the supplementary list. Direct access: BOE-A-2026-9986.
  2. Contact the destination municipality: Once inclusion in the list is confirmed, contact the municipality where the position is assigned to learn about the specific deadlines and requirements for taking office.
  3. Prepare documentation for taking office: Gather the usual documentation required for incorporation as a career civil servant (proof of requirements, qualifications, etc.) according to the instructions of the corresponding municipality.
  4. Municipalities: activate the incorporation process: Municipalities with positions assigned to applicants on this supplementary list must initiate administrative procedures to formalize the taking of office of the new nationally qualified civil servant.
  5. Applicants not included: Those who do not appear on this supplementary list or on the main list (Order TDF/807/2025) must accept that they have not passed the selection process under this call and consider other means of access to the sub-scale.
