Civil servants and labor employees of the General State Administration assigned to Illes Balears will earn more from July 2026. The Council of Ministers approved on July 7 the review of residence allowances under the Royal Decree-Law 19/2026, of June 30, which regulates the insularity allowance for public personnel in the Balearic archipelago. The Order PJC/683/2026 publishes the agreement and sets the new amounts by professional groups and islands.

The agreement was negotiated at the General Negotiation Board on July 6, 2026 and expressly establishes that no worker can see their allowance reduced compared to the amounts they were receiving.

What does this regulation establish?

Order PJC/683/2026 publishes the agreement of the Council of Ministers by which the residence allowances of state public sector personnel in Illes Balears are updated. This allowance compensates for the additional cost of living and working in an island territory, and is structured in two blocks according to the island of assignment:

The specific amounts within each range depend on the professional group to which the employee belongs. Groups with higher remuneration levels access the highest amounts in the range.

Two essential rules of the agreement:

  • Harmful retroactivity prohibited: no resulting amount can be lower than what the worker was receiving previously.
  • Retroactive effects from July 1, 2026: back pay from that date must be paid to all affected parties.

For human resources units and payroll managers of state public bodies with personnel in Illes Balears, this regulation creates two immediate obligations:

  • Payroll recalculation: apply the new amounts from July 2026 in the next available payroll.

If this civil servant had been receiving, for example, €600 monthly with the previous amounts, the monthly difference would be €97.67. With effects from July 1, 2026, if the update payroll is processed in August, the administration must pay them in that payroll €97.67 back pay for July, plus the new amount of €697.67 from August onwards.

In the case of a lower group civil servant assigned to Mallorca, the minimum applicable amount would be €105.31 monthly, with the same retroactivity principle from July 1.
