Entrepreneurs who already work with their tax or labor advisor will be able, from March 26, 2026, to establish their company and manage business procedures without leaving the office. The Resolution of March 26, 2026 from the State Secretariat for Industry (BOE-A-2026-8062) publishes the agreement with the Professional Association of Tax and Labor Advisors to integrate new Entrepreneur Service Points (PAE) into the CIRCE Network.

The change is relevant for both those wanting to create a company and professional offices: the former gain convenience and speed; the latter assume a new role as collaborating agents of the Administration, with the responsibilities and opportunities that entails.

What does this regulation establish?

The agreement expands the CIRCE Network by incorporating new PAE located in tax and labor advisory offices. Until now, PAE were mainly linked to Chambers of Commerce, notaries and other organizations. With this agreement, professional advisory offices become part of that single-window network.

PAE allow electronic processing of:

  • Company establishment
  • Other business management in single-window regime

To operate as PAE within the CIRCE Network, advisory offices must meet two specific conditions:

RequirementDetail
Technical requirementsComply with technical specifications to operate in the CIRCE system
Specific trainingComplete required training to act as a collaborating agent of the Administration in the business establishment process

The parties to the agreement are the State Secretariat for Industry and the Professional Association of Tax and Labor Advisors.

Economic and operational impact

For advisory offices, this agreement represents a direct expansion of their service portfolio. Becoming a PAE allows them to offer entrepreneur clients company establishment in an integrated manner, without referring them to other organizations. This strengthens customer loyalty and can generate additional income from processing services.

The counterpart is operational: the advisory office must invest time and resources in meeting CIRCE system technical requirements and completing required specific training. It is not an automatic procedure, but an enablement process that requires planning.

For entrepreneurs, the impact is positive and direct: reduction of travel, simplification of procedures and ability to manage company establishment in the same environment where they already receive tax and labor advice. The digitalization of the process through CIRCE eliminates bureaucratic barriers that historically slowed down the launch of new businesses.

In terms of ecosystem, the measure reinforces digitalization of administrative procedures and institutional support for entrepreneurship, aligning with the administrative simplification objectives pursued by the CIRCE Network.

Who does it affect?

  • Tax and labor advisory offices wishing to join the CIRCE Network as PAE and expand their services to entrepreneurs.
  • Tax and labor advisors managing clients in the process of company creation and wishing to offer the establishment procedure in an integrated manner.
  • Entrepreneurs and future business owners who visit their usual advisor and can now establish their company without visiting other organizations.
  • Professional Association of Tax and Labor Advisors, as signatory entity of the agreement and responsible for coordinating the incorporation of its members into the CIRCE Network.

Practical example

An entrepreneur who wants to establish a Limited Liability Company visits their trusted tax and labor advisory office, where they already manage their accounting and payroll. Until now, to process the company establishment through CIRCE, they had to visit an external PAE (for example, a Chamber of Commerce) or manage it themselves.

With the new agreement, if that advisory office has joined the CIRCE Network as PAE and has completed the required specific training and technical requirements, the entrepreneur can conduct all electronic establishment procedures from the same office where they already receive their usual advice. A single point of contact, without additional travel and with the support of a professional who already knows their tax and labor situation.

For the advisory office, this means offering higher value-added service to the client, differentiating from competitors not enabled as PAE and strengthening relationships with entrepreneurs at a key moment in their activity.

What should companies do now?

  1. If you are a tax or labor advisory office: Evaluate whether you are interested in joining the CIRCE Network as PAE. Analyze the volume of entrepreneur clients you serve and whether PAE enablement can generate differential value in your office.
  2. Contact the Professional Association of Tax and Labor Advisors: As signatory entity of the agreement, it is the natural channel to obtain information about the accession process, specific technical requirements and necessary specific training.
  3. Verify CIRCE system technical requirements: Check whether your technological infrastructure meets the necessary specifications to operate as PAE. It may require adaptations in software or connectivity.
  4. Plan specific training: The agreement requires training to act as a collaborating agent of the Administration. Identify who in the office should receive it and in what timeframe it can be completed.
  5. If you are an entrepreneur: Ask your tax or labor advisor if they are already enabled as PAE in the CIRCE Network. If they are, you can process your company establishment directly from there without visiting other organizations.
