More than 20,800 women victims of gender-based violence currently depend on the ATENPRO service for their safety. The Royal Decree 566/2026, of July 8, regulates the direct grant of a subsidy to Spanish Red Cross to modernize that service with the new ATENPRO 2.0 version. The regulation enters into force on the same day of its publication in the BOE, July 10, 2026.

The direct grant—without public call or competition—is justified by the public and humanitarian interest of the service, and by the fact that Red Cross is the only entity with accredited operational and technological experience in ATENPRO since 2013.

What does this regulation establish?

Royal Decree 566/2026 regulates all aspects of the direct grant of the subsidy to Spanish Red Cross for the launch of ATENPRO 2.0. The key elements are:

  • Purpose: Finance the development and implementation of ATENPRO 2.0, technological evolution of the current mobile telecare service for victims of violence against women.
  • Sole beneficiary: Spanish Red Cross, as the only entity with demonstrated operational and technological capacity in the service since 2013.
  • Justification for direct grant: The public and humanitarian interest of the service, together with the absence of another entity with equivalent experience, justify omitting the competitive call.
  • Structure in two phases:
    • Phase 1 — Pilot: Without real users. Allows testing and validating the new technology before its effective deployment.
    • Phase 2 — Rollout: With new registrations referred by local entities. Progressive incorporation of users to the new system.
  • Guaranteed continuity: The regulation ensures that the current service is not interrupted during the technological transition.
  • Staff training: Training of Red Cross teams to operate the new platform is contemplated.
  • Supply acquisition: Includes the purchase of new devices and materials necessary for ATENPRO 2.0.
  • Financing: Comes from a budget modification of the existing credit for the subsidy to FEMP (Spanish Federation of Municipalities and Provinces) intended for the previous ATENPRO service.

Economic and operational impact

From a financial perspective, the subsidy does not represent a new budget item: the credit that until now was channeled through FEMP for the ATENPRO service is reallocated. The change is structural, not in volume: public money now goes directly to Red Cross, eliminating the municipal intermediary.

Operationally, the impact is significant for the entities involved:

  • Red Cross assumes full responsibility for technological development, training of its staff, and acquisition of new devices.
  • Local entities maintain their role as referrers of new users during the rollout phase.
  • FEMP ceases to be the financing channel for the service, which implies an adjustment in the management of the corresponding budget credit.
  • The more than 20,800 active users as of March 2026 are not affected during the transition: the current service continues to operate until ATENPRO 2.0 is fully deployed.

Who does it affect?

  • Spanish Red Cross: Direct beneficiary of the subsidy. Must execute the ATENPRO 2.0 project, manage the pilot and rollout phases, train its staff, and acquire new technological supplies.
  • Gender-based violence victims using ATENPRO: More than 20,800 women with active devices as of March 2026. They benefit from the technological modernization of the service without interruption.
  • Local entities: Participate in the rollout phase as referrers of new registrations to the ATENPRO 2.0 system.
  • FEMP (Spanish Federation of Municipalities and Provinces): Ceases to be the subsidy channel for the ATENPRO service; the credit is redirected directly to Red Cross.
  • Competent ministry for equality: Responsible for the budget modification and monitoring of the granted subsidy.

Practical example

A local entity that currently refers users to the ATENPRO service—for example, a municipality with a service for attending to gender-based violence victims—will not see the referral process interrupted during the transition. According to Royal Decree 566/2026, the rollout phase of ATENPRO 2.0 is activated precisely with new registrations referred by local entities: the municipality will be able to continue sending cases to Red Cross, which will incorporate them into the new system instead of the old one.

This means that, for the local entity, the operational procedure does not change immediately: it continues referring to Red Cross. The change is transparent for the municipality, although in the medium term it will need to familiarize itself with the new protocols and devices of ATENPRO 2.0 that Red Cross will communicate after the pilot phase.

What should organizations do now?

  1. Spanish Red Cross: Initiate internal procedures for formal acceptance of the subsidy and start planning the pilot phase of ATENPRO 2.0, including supply acquisition and staff training plan.
  2. Local entities with ATENPRO agreements: Review current referral protocols and stay alert to Red Cross communications about new registration procedures for ATENPRO 2.0 during the rollout phase.
  3. FEMP: Manage the budget adjustment resulting from the reallocation of credit that until now it channeled toward the ATENPRO service, in coordination with the Ministry.
  4. Public bodies competent in equality: Verify that the budget modification is correctly reflected and establish monitoring and justification mechanisms for the subsidy in accordance with public subsidy regulations.
  5. All parties: Consult the full text of the Royal Decree 566/2026 in the BOE to learn about specific conditions, justification obligations, and subsidy execution deadlines.

Frequently asked questions

Why is the subsidy granted directly to Red Cross without a public call?

Royal Decree 566/2026 justifies the direct grant for two reasons: the public and humanitarian interest of the service, and the fact that Spanish Red Cross is the only entity with accredited operational and technological experience in the ATENPRO service since 2013. Since no other entity has equivalent capacity, a competitive call would not be appropriate.

How many women currently benefit from the ATENPRO service?

As of March 2026, the ATENPRO service has more than 20,800 active users. All of them are victims of gender-based violence who have a mobile telecare device managed by Spanish Red Cross.

What is the difference between the pilot phase and the rollout phase of ATENPRO 2.0?

The pilot phase is conducted without real users: it allows testing and validating the new technology before its effective deployment. The rollout phase is activated with new registrations referred by local entities, progressively incorporating users to the new ATENPRO 2.0 system while the current service continues to operate.

Where does the money to finance ATENPRO 2.0 come from?

Financing comes from a budget modification of the existing credit that until now was allocated to the subsidy to FEMP (Spanish Federation of Municipalities and Provinces) for the ATENPRO service. It is not a new item, but a reallocation of already available credit.

Will current ATENPRO users lose the service during the transition?

No. Royal Decree 566/2026 expressly guarantees service continuity during the technological transition. The more than 20,800 active users as of March 2026 will continue to be served by the current system while ATENPRO 2.0 completes its pilot and rollout phases.
