Early care professionals in Castilla y León have had a new training framework financed with European funds since August 21, 2026. The State Secretariat for Social Rights and the Social Services Management of Castilla y León have signed an agreement — published in the Official Gazette with reference BOE-A-2026-18011 — to execute the project «Training 360: Capacity Building for Early Care Consensus».

The agreement is framed within the Social Inclusion, Child Guarantee and Poverty Reduction Program, co-financed with the European Social Fund Plus (FSE+), within the Multi-annual Financial Framework 2021-2027. The operation is assigned to measure 7.L07 of Strategic Axis 7 of the state FSE+ program.

What does this regulation establish?

The agreement sets the conditions under which European aid is channeled to the Community of Castilla y León to execute the training project. The essential points are:

  • Funded project: «Training 360: Capacity Building for Early Care Consensus», aimed at improving the capabilities of early care system professionals.
  • Financing distribution: FSE+ covers 60% and the Autonomous Community 40%. The central State makes no direct economic contribution in this agreement.
  • Axis and measure: The operation is framed in measure 7.L07 of Strategic Axis 7 of the state FSE+ program.
  • Eligible expenses: They are governed by Order TES/106/2024, which establishes what types of costs can be charged to the operation.
  • Execution deadline: Activities must be completed before December 31, 2029, in line with the closure of the Multi-annual Financial Framework 2021-2027.
  • Signing bodies: State Secretariat for Social Rights (State) and Social Services Management (Castilla y León).

The agreement acts as a legal instrument that enables the transfer of European funds to the autonomous community so that it can execute the training project with the guarantees and conditions required by FSE+ regulations.

Economic and operational impact

From an economic perspective, this agreement does not generate spending obligations for private entities or the professionals themselves. The impact is positive: a pathway for European financing opens to cover specialized early care training at no direct cost to workers or their employers.

The most relevant operational aspects are:

  • No cost to the professional: Training is financed with FSE+ funds and regional contribution. Direct beneficiaries do not assume the cost.
  • Regional management: The Social Services Management of Castilla y León is the body responsible for execution and expense justification before the FSE+ program.
  • Expense eligibility criteria: Any cost charged to the project must comply with Order TES/106/2024. This includes, among others, trainer personnel costs, teaching materials and eligible management expenses according to FSE+.
  • Broad time horizon: With execution until the end of 2029, social services entities in Castilla y León have a margin for multi-year training planning.

Who does it affect?

  • Early care professionals in Castilla y León: Psychologists, speech therapists, physiotherapists, occupational therapists and other specialists working in early care units in the region.
  • Social services teams in Castilla y León: Technical and management staff linked to the Social Services Management who participate in project execution.
  • Early care entities and centers in the region: Public and contracted organizations that provide early care services and can participate in training activities.
  • FSE+ fund managers in the Autonomous Community: Those responsible for expense justification and compliance with requirements established in Order TES/106/2024.

This agreement does not directly affect private companies or professionals outside the scope of social services and early care in Castilla y León.

Practical example

An early care unit of public ownership in Valladolid has a team of 10 professionals (psychologists, speech therapists and physiotherapists). Thanks to the «Training 360» project, these professionals can access specialized training in the new early care consensus without the center or workers assuming the cost.

The cost of training — say, an 80-hour program with materials and external trainers — would be covered 60% by FSE+ and 40% by the Social Services Management of Castilla y León. The unit makes no direct disbursement, but must guarantee the availability of its staff to participate in training activities within the execution deadline (until December 31, 2029).

The only operational requirement for the center is to coordinate with the Social Services Management to register its professionals in the calls that are organized under this agreement.

What should organizations do now?

  1. Identify if your entity operates in the early care field in Castilla y León. Only organizations and professionals in this autonomous community can directly benefit from this agreement.
  2. Contact the Social Services Management of Castilla y León. It is the executing body of the «Training 360» project and the access point to participate in training activities that are called.
  3. Review Order TES/106/2024. If your entity participates in expense management or justification, make sure you know what costs are eligible according to this order.
  4. Plan team availability. The execution deadline extends until December 31, 2029, but training activities can be called at any time. Anticipate the participation of your professionals.
  5. Stay informed about calls. The agreement enables financing, but the specific training calls will be organized by the Social Services Management. Subscribe to their official communications.
