Fixed-term labor staff of the General State Administration have had, since June 3, 2026, a formal pathway to change their legal status and become career civil servants. The Resolution of May 27, 2026 from the State Secretariat for Civil Service convenes the selection process to access the Administrative Scale of Autonomous Bodies, directed exclusively at the group included in Annex II of the IV Single Agreement of the AGE.

What happens if you pass the process? The worker is appointed as a career civil servant. Their labor contract is automatically terminated on the day before taking office. The labor position is converted into a civil service position.

Practical example
A worker with the specialty of Administration, classified in Group G3 of the IV Single Agreement and included in Annex II, receives the call and decides to apply for the competitive examination.
If they pass all phases of the process within the maximum deadline of two years, they are appointed career civil servant of the Administrative Scale of Autonomous Bodies. On the day before taking office, their labor contract is automatically terminated. From that moment on, their relationship with the Administration is governed by the Basic Statute of Public Employees, not by the IV Single Agreement.
If that same worker decides not to apply to the call, or applies but does not pass the tests, their situation does not change: they remain fixed-term labor staff with all their rights until their contract naturally terminates. There is no negative consequence for not participating.
