If you are thinking about starting a business in Castilla and León, expanding your business or even closing it, you have access to an expanded network of free business support points. The Ministry of Industry and the Institute for Business Competitiveness of Castilla and León (ICE) have signed an agreement that extends the CIRCE Network in the region, with new PAE operational from September 19, 2026.

The regulatory reference is the Resolution of September 9, 2026 from the State Secretariat for Industry (BOE-A-2026-19509). Its objective is clear: to centralize and digitalize the most common business procedures so that no entrepreneur has to go from window to window.

What does this regulation establish?

The agreement between the Ministry of Industry and the ICE defines two types of services that the new PAE will offer: the mandatory ones (free and available at all points) and the optional ones (which each PAE can provide according to its capacity).

Mandatory and free services

  • Legal, tax and accounting information for entrepreneurs
  • Telematic processing of company incorporation through the Electronic Single Document (DUE)
  • Information about available public aid and subsidies

Optional services (depending on PAE availability)

  • Mentoring and support in business plan development
  • Processing of business closure
  • Information about business transfer
  • Information about internationalization

For its part, the Ministry of Industry will provide these points with:

  • Continuous technical support
  • Access to the CIRCE system
  • SME Platform tools

The CIRCE Network (Center for Information and Business Creation Network) is the state infrastructure that allows company incorporation to be processed telematically, reducing time and travel. This agreement expands its coverage in Castilla and León through the ICE as the regional managing body.

Economic and operational impact

The direct impact for entrepreneurs and SMEs is the reduction of costs and time in business creation and management procedures. All mandatory services are free, which eliminates the cost of going to external management firms or advisors for the most basic procedures.

From an operational perspective, telematic processing through the DUE allows you to incorporate a company without needing to visit multiple organizations. The DUE concentrates in a single electronic form the procedures required with the Commercial Registry, the Tax Agency, Social Security and other organizations involved in starting a business.

For already established companies, optional services —such as business plan mentoring, information about transfer or internationalization— represent additional support at no cost that previously required hiring external consulting or visiting scattered organizations.

The agreement also has an indirect impact: by centralizing information about public aid in the PAE, many entrepreneurs who were unaware of available subsidies or financing lines will be able to access them more easily.

Who does it affect?

  • Entrepreneurs in the startup phase who want to incorporate a company in Castilla and León and need prior legal, tax or accounting advice
  • Self-employed workers who are considering changing their legal form or need information about public aid
  • SMEs in Castilla and León interested in processing business closure, business transfer or exploring internationalization options
  • Advisors and management firms that accompany clients in incorporation processes and can now refer them to PAE for specific procedures
  • Investors or business buyers who need information about business transfer in the region

Practical example

Imagine you are a professional from Valladolid who wants to incorporate a Limited Company to provide consulting services. Before this agreement, you would have to visit a management firm separately for tax advice, the Commercial Registry for incorporation procedures and various organizations to find out about available aid.

With the new PAE integrated into the CIRCE Network, you can visit a single point managed by the ICE in Castilla and León and:

  1. Receive free legal, tax and accounting information about the most appropriate legal form for your activity
  2. Process your LLC incorporation telematically through the DUE, without visiting multiple windows
  3. Learn about available public aid for new companies in the region
  4. If the PAE offers optional services, receive mentoring for your business plan at no additional cost

The result: less time, less cost and a more agile incorporation process, all from a single point of contact.

What should companies do now?

  1. Identify if you have pending procedures related to the incorporation, management or closure of your company in Castilla and León. PAE can help you with all of them for free.
  2. Locate the nearest PAE through the ICE (Institute for Business Competitiveness of Castilla and León) or the CIRCE Network portal. The new points are operational from September 19, 2026.
  3. Check the available public aid in your sector. PAE are obligated to inform you about subsidies and financing lines, which can mean significant savings in starting your business.
  4. If you are in the incorporation phase, request telematic processing through the DUE. You will avoid travel and reduce registration times with the Commercial Registry, Tax Agency and Social Security.
  5. If your PAE offers optional services, take advantage of business plan mentoring or information about internationalization before hiring paid external consulting.

Frequently asked questions

What services are free at the new PAE in Castilla and León?

The three mandatory and free services are: legal, tax and accounting information for entrepreneurs; telematic processing of company incorporation through the Electronic Single Document (DUE); and information about public aid and subsidies. These services are available at all PAE integrated into the CIRCE Network in Castilla and León from September 19, 2026.

What is the DUE and what is it used for in company incorporation?

The Electronic Single Document (DUE) is a telematic form that concentrates in a single procedure the necessary steps to incorporate a company: registration with the Commercial Registry, registration with the Tax Agency, registration with Social Security and other administrative procedures. PAE in the CIRCE Network in Castilla and León process the DUE for free, eliminating the need to visit multiple organizations.

What optional services can PAE offer in addition to the mandatory ones?

In addition to the mandatory free services, PAE can offer —depending on their capacity— four optional services: mentoring and support in business plan development, processing of business closure, information about business transfer and information about internationalization. The availability of these services depends on each specific point.

Who manages the new PAE in Castilla and León and when are they operational?

The new PAE are managed by the Institute for Business Competitiveness of Castilla and León (ICE), under the agreement signed with the Ministry of Industry. The Ministry provides technical support, access to the CIRCE system and SME Platform tools. The points are operational from September 19, 2026, the date of publication and entry into force of the resolution.

Can already established companies use PAE or only entrepreneurs who are going to start their business?

PAE are not exclusive to new companies. In addition to telematic incorporation, they offer services for already operating companies: information about public aid, processing of business closure, information about business transfer and internationalization. Self-employed workers and SMEs in Castilla and León at any stage of their activity can visit these points.
