Entrepreneurs in the area of influence of the Los Molinos Development Grouping have had access since 26 October 2026 to a new access point to the CIRCE Network in their territory. The Ministry of Industry and Tourism has signed an agreement with this association to incorporate it as an Entrepreneur Attention Point (PAE), thus expanding the territorial coverage of the single business window network.

The Resolution of 14 October 2026 from the State Secretariat for Industry formalizes this agreement and precisely establishes which services are mandatory, which are optional, and what support the Ministry provides to the adhering entity.

What does this regulation establish?

The agreement defines two levels of services that the Los Molinos Development Grouping must or may provide:

Mandatory and free services

  • Legal, tax and Social Security information for entrepreneurs
  • Remote processing of company incorporation through the Electronic Single Document (DUE) via the CIRCE system

Optional services

  • Advice on business closure
  • Business plan tutoring
  • Support in business transfer
  • Guidance on internationalization

Support provided by the Ministry of Industry and Tourism

  • Continuous technical support
  • Access to the CIRCE system
  • SME Platform tools

The DUE is the central instrument of the agreement: it allows processing company incorporation in a single remote procedure, registration in the Commercial Registry, registration with the Tax Authority and registration with Social Security, all at no cost to the entrepreneur.

Economic and operational impact

For the entrepreneur, the direct economic impact is positive: they gain access to services that in the private market have a cost (legal advice, tax, Social Security and incorporation processing) completely free of charge through the new PAE.

From an operational perspective, the incorporation of this PAE means:

  • Reduction in travel: the entrepreneur does not need to visit central offices to start incorporation procedures.
  • Centralization of procedures: through the DUE, multiple procedures with different organizations (Commercial Registry, Tax Authority, Social Security) are carried out at a single point and remotely.
  • Access to specialized advice at no cost: the legal, tax and Social Security information offered by the PAE as a mandatory service is a high-value resource for those in the startup phase.
  • Optional added-value services: if the Grouping activates optional services, the entrepreneur may also receive tutoring for their business plan, support in business transfer or advice on internationalizing their activity.

For the Los Molinos Development Grouping itself, the agreement involves assuming service obligations (mandatory services) in exchange for technical support, access to CIRCE and SME Platform tools provided by the Ministry.

Who does it affect?

  • Entrepreneurs in the incorporation phase in the area of influence of the Los Molinos Development Grouping: can process their company for free and remotely.
  • Already incorporated SMEs in the area: can access legal, tax and Social Security information at no cost.
  • Business owners considering business closure or business transfer (if the Grouping activates the corresponding optional services).
  • Companies with international ambitions in the area: could receive guidance on internationalization if the PAE activates that optional service.
  • Local advisors and management firms: should be aware of the existence of this new PAE to inform their clients about the procedures available through it.

Practical example

An entrepreneur in the Los Molinos area who wants to incorporate a Limited Liability Company in October 2026 can visit the new PAE of the Los Molinos Development Grouping and:

  1. Receive free information on the most appropriate legal form, tax obligations and the Social Security regime that applies to them.
  2. Start the remote processing of their company through the DUE directly from the PAE, without needing to travel separately to the Tax Authority Delegation, the Commercial Registry or the General Treasury of Social Security.
  3. If the Grouping has activated optional services, also receive tutoring to prepare or review their business plan before taking the final step.

All of this at no direct cost to the entrepreneur, since the mandatory services of the PAE are free by mandate of the agreement.

What should companies do now?

  1. If you are an entrepreneur in the Los Molinos area and are thinking about incorporating a company: contact the Los Molinos Development Grouping to use the new PAE and process your company through the DUE for free.
  2. If you are an already incorporated SME in the area: consult the PAE to resolve legal, tax or Social Security questions at no cost, before contracting that service externally.
  3. If you are a local advisor or management firm: inform your entrepreneur clients of the existence of this new free processing point so they can evaluate its use in the incorporation phase.
  4. If you are interested in business closure, business transfer or internationalization: ask the Grouping directly if it has activated the corresponding optional services, as the agreement contemplates them but does not make them mandatory.
  5. Verify PAE operability: the agreement enters into force on 26 October 2026, but operational implementation may require an adaptation period. Confirm availability before starting urgent procedures.
