Vocational Training students of grades D and E enrolled in public centers of the Community of Madrid have had, since June 10, 2026, a new official destination to complete their company training phase: the facilities of Red.es, the Public Business Entity attached to the Ministry for Digital Transformation.
The agreement, published in the BOE on July 3, 2026 through the Resolution of June 15, 2026, establishes the legal and operational framework under which this collaboration will develop. The regulatory basis is Decree 27/2025 of the Community of Madrid, which regulates the shared responsibility between educational centers and receiving entities in the training process.
What does this regulation establish?
The agreement defines the conditions under which Red.es acts as an entity equivalent to a company receiving students in internships. The key points are:
- Exclusively formative nature: the company training phase does not generate any type of employment relationship between the student and Red.es. There is no contract or mandatory compensation derived from the agreement.
- Mandatory for the qualification: this phase is an essential requirement for the student to obtain the professional qualification of grades D and E.
- Telework permitted: if Red.es has implemented telework for its own employees, it may also be applied to students in internships.
- Formalization by annex: each educational center and each Red.es center or facility must sign an identifying annex, signed by the directors of both parties, for participation to be valid.
- Extension to LOE cycles: the agreement also applies to Training in Work Centers (FCT) of training cycles regulated by the LOE, until these cycles are progressively phased out.
- Shared training responsibility: both entities—the educational center and Red.es—are jointly responsible for the student's training process, in accordance with Decree 27/2025 of the Community of Madrid.

Economic and operational impact
For Madrid's public educational centers, this agreement expands the catalog of entities where they can place their VET students for the mandatory company training phase. This has a direct impact on tutoring management and planning of training cycles for grades D and E.
For Red.es, the incorporation of students in internships represents a commitment to tutoring and shared training responsibility, without implying salary costs derived from the agreement. However, the entity must allocate internal resources—tutors, spaces, access—to ensure the correct development of the training phase.
From an operational perspective, the most relevant element is the obligation to formalize an identifying annex for each pair of educational center / Red.es facility. Without this document signed by both directors, the student's participation has no regulatory coverage.
Who does it affect?
- VET students grade D and grade E enrolled in public centers of the Community of Madrid who must complete their company training phase.
- Directors and management teams of public VET centers in Madrid, responsible for signing the identifying annex with Red.es.
- Company tutors and teaching tutors who will manage student monitoring under the shared responsibility framework of Decree 27/2025.
- Students of LOE training cycles who still carry out Training in Work Centers (FCT), while these cycles have not been phased out.
- Red.es as the receiving entity, with obligations for tutoring and shared training responsibility.
Practical example
A student enrolled in a grade D cycle at a public institute in Madrid needs to complete their company training phase to obtain the qualification. Their educational center contacts Red.es and agrees to incorporate the student into the entity's facilities in Madrid.
For the internship to be valid, the director of the institute and the director of the Red.es center must sign the identifying annex provided for in the agreement. Once signed, the student can begin their training phase. If Red.es has telework implemented for its employees, the student may carry out part or all of their training in remote mode. In no case is an employment relationship generated: the student does not receive a salary nor contributes to Social Security for this activity. Both the educational center and Red.es are jointly responsible for the training process in accordance with Decree 27/2025.
What should centers and students do now?
- Verify if the training cycle is included: check that the student is taking a grade D or grade E of VET in a public center in Madrid, or a LOE cycle with FCT still in force.
- Contact Red.es to request a place: the educational center must initiate contact with the entity to learn about the availability of places in its Madrid facilities.
- Formalize the identifying annex: the director of the educational center and the director of the Red.es center must sign the annex before the student begins the training phase. Without this document, the internship has no regulatory coverage.
- Plan the mode of implementation: if Red.es has telework implemented, consider with the entity whether the training phase can be carried out totally or partially remotely.
- Assign tutors and establish the training plan: both parties are jointly responsible for the process. The educational center and Red.es must coordinate student monitoring in accordance with Decree 27/2025 of the Community of Madrid.
