If your company requests or plans to request industrial public financing through SEPIDES, the channel has changed. From 13 October 2026, all procedures requiring electronic identification and signature are managed exclusively through the entity's new official electronic office. The regulation governing this is the Resolution of 2 October 2026 from SEPIDES, published in the BOE on 13 October 2026.

SEPIDES —State Society for Industrial Promotion and Business Development— is the public business entity attached to SEPI and supervised by the Ministry of Industry that channels much of public financing towards industrial and business projects in Spain. The fact that it now has its own electronic office is not a minor change: it is the prerequisite for any procedure to be legally valid.

What does this regulation establish?

The resolution creates SEPIDES' electronic office at the address https://sede.sepides.gob.es, in accordance with the requirements of Law 39/2015 on Common Administrative Procedure and Royal Decree 203/2021 on the action of Public Administrations in the digital sphere.

The structure of responsibilities is as follows:

BodyAssigned responsibility
SEPIDES PresidencyOwnership of the electronic office
Information Systems DirectorateTechnological management of the office
General SecretariatContent coordination

The procedures to be processed through this channel include:

  • Formalization of subsidies
  • Request and management of credits
  • Processing of guarantees
  • Access to industrial public funds

The office complies with the principles of the National Security Scheme (RD 311/2022) and the National Interoperability Scheme, which guarantees the legal validity of documents and electronic signatures used.

Alternative channels —in-person, telephone and email— are maintained solely as complementary assistance, not as the main processing route.

Economic and operational impact

The impact is not economic in terms of new fees or direct costs: this resolution does not create any additional payment. The impact is operational and access-related: if your company is not prepared to process electronically, it will not be able to access SEPIDES financing instruments.

The specific risks for companies are:

  • Loss of deadlines in subsidy or credit calls due to not having an active digital certificate or electronic signature.
  • Inability to formalize already approved operations if the required electronic processing is not completed.
  • Dependence on third parties (management firms, advisors) if there is no internal capacity for electronic signature, with the cost and time that implies.

For companies that already work regularly with electronic administrations, the change is minimal. For SMEs or self-employed workers who processed in-person or by email, it means mandatory adaptation before the next aid call.

Who does it affect?

  • Industrial companies requesting or renewing credits, guarantees or subsidies through SEPIDES.
  • Self-employed workers and SMEs accessing public industrial promotion funds managed by SEPIDES.
  • Large companies and industrial groups with projects partially financed with SEPIDES funds.
  • Advisors, management firms and consultancies processing on behalf of their clients before SEPIDES: they must operate through the electronic office with accredited representation.
  • Public sector entities collaborating or co-financing projects with SEPIDES.

Practical example

A medium-sized manufacturing company has an approved credit line with SEPIDES to finance the modernization of its plant. Until now, it managed documentation by sending files by email and signing contracts on paper at the entity's offices.

From 13 October 2026, all formalization must be carried out through sede.sepides.gob.es, with electronic identification (company digital certificate or representative) and valid electronic signature. If the company does not have its digital certificate operational or has not enabled a representative with sufficient powers to sign electronically, it will not be able to complete the process, even though the credit is already approved.

The practical solution: verify before the next management that the company's digital certificate is current and that the person designated to sign has updated powers in the Commercial Registry.

What should companies do now?

  1. Access sede.sepides.gob.es and verify that you can identify yourself with your company's digital certificate or that of your legal representative.
  2. Check the validity of your digital certificate: if it expires in the coming months, renew it before the next call or management with SEPIDES.
  3. Review representation powers: the person signing electronically must have sufficient powers registered in the Commercial Registry or accredited before the office.
  4. Inform your advisor or management firm: if you outsource processing, ensure they have valid electronic representation to act on your behalf before SEPIDES.
  5. Consult the complementary assistance channel: if you have technical questions about access, SEPIDES maintains in-person, telephone and email channels as support, although not as the main processing route.
