What does this regulation establish?

The ICAA Resolution publishes the agreement signed with the Federation of Spanish Cinemas (FECE) for it to act as a collaborating entity in managing the Senior Cinema program during the 2026-2027 period. The legal framework that enables the subsidies is Royal Decree 400/2026.

The mechanism is straightforward: cinema halls that join the program offer tickets at €2 to anyone 65 years or older, at least one day a week for one year. In return, they receive a direct subsidy that covers the difference between that reduced price and the usual ticket price in each hall.

FECE assumes three key functions within the agreement:

• Verification of compliance with requirements by beneficiary halls.
• Distribution of ICAA funds to halls that prove they have carried out the subsidized activity.
• Justification of management to ICAA.

The halls, for their part, must provide documentary evidence of having carried out the subsidized activity in order to receive the funds. This accreditation is processed through the channels enabled by FECE for documentary and justification management.

Economic and operational impact

For cinema halls, the program represents a guaranteed source of income: the subsidy fully covers the price difference, so the economic risk of offering €2 tickets is neutralized. The actual operational cost is limited to administrative management of justification to FECE.

The fact that this is the fourth consecutive edition of the program, with growing participation in each call, indicates that the model works and that demand from those over 65 is real and sustained. For halls with lower weekday attendance, the day designated for senior rates can mean a significant increase in occupancy without loss of income.

From an operational perspective, the agreement with FECE centralizes all management: halls do not negotiate directly with ICAA, but channel their participation and justification through the federation. This simplifies the process, but also means that halls must be attentive to the deadlines and documentary requirements set by FECE.

Practical example

A cinema hall in a medium-sized city has a usual ticket price of €9. By joining the Senior Cinema program 2026-2027, it offers tickets at €2 to those over 65 every Wednesday for one year.

For each ticket sold to someone over 65 on that day, the hall receives from ICAA (through FECE) the difference: €7 per ticket. If 50 people over 65 attend each Wednesday session, the hall generates €100 in direct box office plus €350 in subsidy, totaling €450 per session, exactly the same as if it had sold those 50 tickets at the normal price.

To receive that subsidy, the hall must prove to FECE that it has carried out the activity: number of tickets sold at reduced price, enabled days and other justification documentation established by the federation.

What should companies do now?

1. Contact FECE to learn about the channels enabled for documentary management and the deadlines for joining the 2026-2027 program.
2. Review the requirements of Royal Decree 400/2026 to verify that the hall meets the eligibility conditions as a subsidy beneficiary.
3. Prepare the ticket registration system sold at reduced price, since accreditation of the subsidized activity is an essential condition to receive the funds.
4. Designate an internal responsible person for justification to FECE to avoid missing documentary deadlines.
5. Communicate the offer to customers over 65 years old to maximize occupancy on the designated day and, with it, the total amount of subsidy to be received.
