PIME Menorca in CIRCE Network 2026: free services entrepreneurs can use

If you are planning to start a business in Menorca, as of June 15, 2026 you have one more office nearby. The Ministry of Industry and Tourism has formalized an agreement with the Federació de la Petita i Mitjana Empresa de Menorca (PIME Menorca) to integrate its offices as Entrepreneur Attention Points (PAE) within the CIRCE Network. The Resolution of June 22, 2026 from the State Secretariat for Industry makes it official in the BOE of July 3, 2026.

The practical result: entrepreneurs on the island can now centralize all company incorporation procedures in a single location, without traveling to the mainland or managing each organization separately.

What does this regulation establish?

The agreement defines two levels of services that PIME Menorca must or may offer as a PAE integrated in the CIRCE Network:

Mandatory and free services

• Legal, tax and Social Security information for entrepreneurs
• Remote processing of company incorporation through the Electronic Single Document (DUE)

Optional services (may or may not be offered)

• Advisory on business closure
• Mentoring and support for business plan development
• Support for business transfer

For its part, the Ministry of Industry and Tourism assumes the commitment to provide PIME Menorca with:

• Technical support to operate as a PAE
• Access to the CIRCE system
• Access to the SME Platform

The agreement also establishes that any modification or extension of it will require prior authorization from the Ministry of Finance, which ensures institutional control over its scope and duration.

Economic and operational impact

The direct impact for the Menorcan entrepreneur is a reduction in administrative costs and time. The mandatory PAE services are free: there is no fee or cost for receiving legal, tax or Social Security information, nor for processing company incorporation through the DUE.

Before this agreement, an entrepreneur in Menorca had to manage incorporation procedures by visiting different organizations or relying on PAEs located in other areas of the Balearic Islands. The integration of PIME Menorca into the CIRCE Network expands territorial coverage in the Balearic Islands, bringing these services closer to the business community on the island.

For PIME Menorca as an organization, the agreement means assuming new operational responsibilities (staff training, use of the CIRCE system and the SME Platform), but it also strengthens its position as a benchmark for business support on the island.

With this agreement in force since June 15, 2026, they can go directly to the offices of PIME Menorca, which as a PAE integrated in the CIRCE Network can:

1. Inform them free of charge about the legal, tax and Social Security obligations of their new company
2. Process company incorporation remotely through the Electronic Single Document (DUE), centralizing in a single procedure what previously required multiple transactions
3. Optionally, help them structure their business plan if they haven't finalized it yet

All of this without leaving Menorca and at no cost for the mandatory PAE services.

What should companies do now?

1. If you are an entrepreneur in Menorca and want to incorporate a company: contact PIME Menorca offices to process your incorporation through the DUE via the CIRCE Network. The service is free and operational from June 15, 2026.
2. If you need legal, tax or Social Security information: you can visit PIME Menorca as a PAE at no cost. You don't need to hire a private advisor to obtain this initial information.
3. If you are thinking about closing or transferring your business: check if PIME Menorca offers the optional services of advisory on business closure or support for business transfer, as the agreement contemplates them although they are not mandatory.
4. If you have a business plan in development: ask about the business plan mentoring service, also contemplated as an optional PAE service.
5. If you are an advisor or manager working with clients in Menorca: inform your entrepreneur clients about this new centralized processing channel, which can speed up and simplify the incorporation of their companies.
