New PAE offices in Aragón 2026: what free services does the CIRCE agreement offer

The agreement defines two blocks of services that the new Aragonese PAEs must or may provide:

Mandatory and free services

• Online processing of company incorporation through the Single Electronic Document (DUE), the single form that groups all business creation procedures.
• Legal, tax and Social Security information for the entrepreneur.

Optional services (at the discretion of each PAE)

• Mentoring and support in the preparation of business plans.
• Processing of business cessation.
• Facilitation of business transfer.

Regarding the responsibilities of each party:

The CIRCE Network is the national platform that allows companies to be created online by integrating into a single process the procedures before the Commercial Registry, the Tax Agency and Social Security. PAEs are the physical points from which the entrepreneur accesses this system with support.

Economic and operational impact

The direct economic impact for the entrepreneur is positive and at no cost: mandatory services are free. The reduction in bureaucracy has real value in time and money:

• Incorporating a company through traditional means involves visiting multiple bodies (notary, Commercial Registry, Tax Agency, Social Security). With the DUE at a PAE, everything is centralized in a single transaction.
• Access to legal, tax and Social Security information free of charge reduces the need to hire external advisory services in the startup phase.
• Optional services —business plan mentoring, cessation of activity, business transfer— extend the value of the network beyond mere incorporation.
