What does this regulation establish?

The Resolution calls a general contest—also called a transfer contest—to fill vacant job positions at MAPA. This type of process allows career officials to change their assignment within the General State Administration according to regulated merit criteria.

The contest distinguishes between general merits and specific merits. Both must be accredited through certification issued by competent bodies and attached to the application through Annexes II to V. Simply declaring them is not enough: they must be properly certified before submitting the application.

This contest does not generate direct costs for the participating official, but it has significant operational and professional impact:

• Change of assignment and compensation: The award of a new position may involve changes in the assignment supplement and specific supplement, which vary according to the level and characteristics of the obtained position.
• Obligation for provisionally assigned officials: Officials in provisional assignment who see their position included in the 2G-2026 APA contest have no choice: they must apply for that position. Failure to do so may result in consequences for their administrative status.
• Non-extendable deadline: The 15 business days are the only available margin. Submission outside the deadline implies automatic exclusion from the process.
• Documentary burden: Accrediting merits (Annexes II to V) requires coordination with certifying bodies, which may consume several days of the available deadline.

Who does it affect?

• Career officials of the General State Administration assigned to MAPA or aspiring to positions in it.
• Officials in any administrative status (active, special services, voluntary leave for personal interest, etc.), except those under firm suspension.
• Officials with at least 2 years of seniority in their current permanent assignment.
• Officials in provisional assignment whose position has been included in the call (for these, participation is mandatory).
• HR managers and personnel units of AGE organizations, who must manage the required merit certifications.

Practical example

A career official provisionally assigned to a position in the General Directorate of Agricultural Productions and Markets of MAPA sees that position included in the 2G-2026 APA contest. In this case, they cannot choose not to participate: the regulation obligates them to submit an application for that position within 15 business days from July 15, 2026.

To do so, they must access Portal Funciona with their digital certificate, complete the application, and attach Annexes II to V with their general and specific merits, properly certified by competent bodies in their unit. If they do not obtain the position in the contest, their provisional assignment status will be left without the support of that assignment, which may result in termination or reassignment.

An official in active status with more than 2 years in their permanent assignment, on the other hand, can participate voluntarily to apply for a higher-level position or in a preferred location, providing their certified merits within the same deadline.

What should officials do now?

1. Verify if your position is included in the 2G-2026 APA contest: Check the list of called positions published with the Resolution in the BOE of 15/07/2026. If you are in provisional assignment and your position appears, participation is mandatory.
2. Check the seniority requirement: Confirm that you have at least 2 years in your current permanent assignment. If you do not meet this requirement, you cannot participate in this contest.
3. Request merit certifications immediately: Annexes II to V must be certified by competent bodies. Start this process on the first business day to avoid running out of margin within the 15 business day deadline.
4. Access Portal Funciona with your digital certificate: Submission is exclusively electronic. Make sure your digital certificate is operational before attempting to submit the application.
5. Submit the application within the deadline: The 15 business day deadline from 15/07/2026 does not allow for extension. Submitting outside the deadline is equivalent to being excluded from the process.
6. Keep the electronic submission receipt: Save the acknowledgment of receipt from Portal Funciona as proof of timely submission.
