INE 2026 Competition: requirements, deadlines and keys for State officials

The National Institute of Statistics (INE) opens its position provision process through a specific competition, called by the Under-Secretary of the Ministry of Economy on July 9, 2026 and published in the BOE on July 17, 2026. If you are a career official of the AGE and meet the requirements, the clock is already running: you have 15 business days from that date to submit your application.

What does this regulation establish?

The Resolution calls a specific competition to fill vacant positions at the INE. This type of competition is the ordinary mechanism for voluntary mobility among career officials of the AGE. The most relevant aspects are:

• Who can participate: career officials in any administrative situation, except those in a situation of firm suspension.
• Tenure requirement: a minimum of 2 years in the current permanent position is required at the time of the deadline for submitting applications. There are specific exceptions provided for in the regulations.
• Obligation to participate: officials in provisional assignment or in expectation of position have an obligation to compete if any of the called positions corresponds to their situation.
• Submission of applications: exclusively electronically through the Funciona Portal, using an electronic certificate. Paper applications are not accepted.
• Equal treatment: the call guarantees equality between men and women in accordance with the IV Gender Equality Plan of the AGE.

Economic and operational impact

For the officials affected, this competition has a direct impact on their professional career and administrative situation:

• Voluntary mobility: it is the way to change positions without needing to pass a new selection process. Obtaining a position at the INE can mean changes in specific allowance level, geographic location and functions.
• Risk of non-compliance for those obligated: officials in provisional assignment or expectation of position who do not participate when obligated may see their administrative situation compromised. Non-participation in these cases is not a neutral option.
• Electronic certificate requirement: processing is 100% electronic. Anyone who does not have their electronic certificate operational must manage it urgently, as the 15 business day deadline does not allow for delays.
• HR planning at the INE: filling vacancies through specific competition allows the organization to plan its workforce with greater stability than through service commissions or provisional assignments.

Who does it affect?

• Career officials of the General State Administration who wish to voluntarily compete for positions at the INE and meet the requirement of 2 years of tenure in their current permanent position.
• Officials in a situation of provisional assignment at the INE or in any other organization, if any of the called positions applies the obligation to participate.
• Officials in a situation of expectation of position whose position is included in the call.
• Managers of Human Resources of AGE units that manage personnel in any of the above situations.
• Officials in voluntary leave or other situations who want to return to work: they must verify if their specific administrative situation is among those permitted to participate.

Practical example

A career official of the Management Corps of the AGE who has been in their permanent position for 3 years at the Economy Delegation in Madrid wants to apply for a vacant position at the INE in Madrid. By meeting the requirement of 2 years of tenure and not being in a situation of firm suspension, they can participate in the competition. They must access the Funciona Portal with their electronic certificate, locate the called positions that match their corps and level, and submit their application within the 15 business days counted from July 17, 2026. If they do not have an active electronic certificate, they must renew it or request it before the deadline expires, as there is no alternative submission method.

On the other hand, an official in provisional assignment at the INE whose position appears in the call cannot choose not to participate: they have an obligation to submit an application. If they do not, their administrative situation may be negatively affected.

What should officials do now?

1. Verify your own administrative situation: check if you are in a situation of firm suspension (excludes participation) or in provisional assignment/expectation of position (obligates to participate if the position is called).
2. Confirm the tenure requirement: verify that you have been in your current permanent position for at least 2 years at the time of the deadline closure. If not met, review if any of the specific exceptions apply.
3. Check the electronic certificate: the application is exclusively electronic through the Funciona Portal. Verify that the electronic certificate is current and operational before attempting to access.
4. Review the called positions: access the Funciona Portal and consult the list of vacant positions at the INE included in this call to identify those that match your corps, scale and level.
5. Submit the application within the deadline: the 15 business days from July 17, 2026 are the only available margin. No ordinary extensions are contemplated.
6. HR managers: identify personnel in your unit who are in provisional assignment or expectation of position and inform them of the obligation to participate if their position appears in the call.
