Spanish companies with import or export activities face increasingly complex customs procedures: controls, AEO certifications, representation before the Tax Agency and compliance with European Union regulations. Until now, specialized training in this field was scarce and scattered.

The agreement between ICEX Spain Export and Investment and the Universidad Carlos III de Madrid (UC3M), published in the BOE on July 30, 2026 (reference BOE-A-2026-16643), creates two postgraduate programs specifically designed to fill that training gap.

What does this regulation establish?

The agreement formalizes the collaboration between ICEX and UC3M to design, manage and offer two postgraduate training programs in the field of internationalization and customs. Both are own titles of UC3M, covered by the Royal Decree 822/2021, which regulates the organization of university education and the procedure for ensuring its quality.

The agreement also regulates the economic conditions, management and the rights and obligations of both parties. ICEX provides its expertise in business internationalization and access to its network of contacts and practical cases from the sector, while UC3M assumes academic responsibility and the issuance of titles.

The asynchronous online modality allows participants to follow the programs without needing to connect at fixed times, which facilitates compatibility with professional activity.

Economic and operational impact

This initiative does not generate direct economic obligations for companies, but it does open a path for training investment with clear potential return in three areas:

  • Reduction of customs representation costs: Companies that train their own employees as customs representatives can reduce their dependence on external agents, internalizing management before the Tax Agency.
  • Access to AEO certification: The status of Authorized Economic Operator allows companies to benefit from customs simplifications, more agile controls and greater competitiveness in international operations. Specific training facilitates the process of obtaining and maintaining this certification.
  • Qualification of the logistics team: Having staff with own university qualification in customs matters strengthens operational capacity and reduces errors in declarations, tariff classifications and document management.

The agreement does not publish the tuition prices of the programs, so the exact cost should be consulted directly with UC3M or ICEX once they are operational.

Who does it affect?

  • Importing and exporting companies that manage customs operations regularly and want to internalize that competence.
  • Logistics operators and freight forwarders that need staff qualified in customs representation.
  • Companies aspiring to AEO certification or that already have it and need to maintain compliance standards.
  • Postgraduates and international logistics workers seeking specialization with university backing.
  • Foreign trade, international purchasing and supply chain departments of medium and large companies.
  • Foreign trade advisors and consultants who want to update and formalize their customs knowledge.

Practical example

An industrial components manufacturing company based in Madrid carries out regular imports from Asia and exports to European and Latin American markets. Currently it outsources all customs management to an external agent, which represents a significant fixed monthly cost.

With the new Customs Representative program (6 ECTS) from UC3M and ICEX, the company can train one of its logistics technicians in asynchronous online mode, without interrupting their daily activity. Once qualified, that technician can internally assume customs declarations of lower complexity, reducing dependence on the external agent.

In parallel, if the company is in the process of obtaining AEO certification, the second program provides the structured training necessary to understand the requirements, prepare documentation and manage Tax Agency audits, with the academic backing of an own title from UC3M.

What should companies do now?

  1. Identify internal candidate profiles: Detect in your logistics, purchasing or foreign trade team the people with the greatest exposure to customs procedures who could benefit from these programs.
  2. Contact ICEX and UC3M: Request information about start dates, tuition prices and access conditions for the two programs, as the agreement has been in force since July 30, 2026.
  3. Evaluate the return on training investment: Compare the cost of the program against current spending on external customs representation or errors and delays in import/export operations.
  4. Consider the AEO route if you don't yet have certification: The Authorized Economic Operator program can be the starting point to initiate the certification process before the Tax Agency, which grants competitive advantages in international operations.
  5. Include training in the annual HR plan: As these are own university titles under RD 822/2021, they can be integrated into subsidized training plans and the company's talent development policy.

Frequently asked questions

What titles are obtained with the ICEX-UC3M customs programs?

The two programs award own titles from the Universidad Carlos III de Madrid, issued under the Royal Decree 822/2021, which regulates own university titles in Spain. They are not official undergraduate or master's degrees, but they do have academic validity and are recognized in the professional field of foreign trade.

How many ECTS credits does the Customs Representative program have?

The Customs Representative program has 6 ECTS. The agreement does not specify the credit load of the Authorized Economic Operator (AEO) program. Both are taught in asynchronous online mode.

Who can access these customs postgraduate programs?

The programs are aimed at foreign trade companies, postgraduates and international logistics workers who wish to specialize in customs matters. As own university titles, normal access requires prior university qualification, although exact conditions should be confirmed with UC3M or ICEX.

When are these training programs available?

The agreement between ICEX and UC3M was published and entered into force on July 30, 2026. The specific start dates of the programs and the enrollment process should be consulted directly with ICEX or the Universidad Carlos III de Madrid, as the agreement does not specify the academic calendar.

What advantage does the AEO program have for an importing company?

The Authorized Economic Operator (AEO) certification allows companies to access customs simplifications, more agile controls and greater agility in import and export operations within the EU. The training program from ICEX and UC3M provides the knowledge base necessary to obtain and maintain this certification before the Tax Agency.
