The resolution distributes the 1,000 additional tonnes of Iberian sardine (stock PIL/8C9A) among authorized Spanish fleets. The quota exchange mechanism between Member States is provided for in article 8 of Order APA/315/2020, which regulates the framework for managing fishing quotas in Spain.

The distribution by fleet and fishing ground is as follows:

For the purse seine fleet of the Gulf of Cadiz, the 155,888 kg are distributed individually among vessels and joint management groups according to pre-established percentages in the base regulation. The resolution does not alter the catch limits in force for the 2026 campaign: it simply increases the available volume within those limits.

The greater need criterion applied to the Cantabrian and Northwest explains why that fleet receives 83.4% of the total additional amount (833,832 kg of 1,000,000 kg), compared to 15.6% for the Gulf of Cadiz and the remaining 1% for xeito.

Economic and operational impact

An additional quota of 1,000 tonnes represents a direct income opportunity for the beneficiary fleets. Without the resolution setting a reference price, the economic impact depends on the market value of Iberian sardine at the fish market in each fishing ground.

From an operational perspective, the effects are immediate:

• The fleets of the Cantabrian and Northwest can increase their Iberian sardine catches by up to 844,112 kg combined (purse seine/racú/piobardeira + xeito) without requiring additional procedures.
• The purse seine fleet of the Gulf of Cadiz has 155,888 kg additional distributed among vessels and joint management groups according to already assigned percentages.
• The catch limits in force are maintained: the additional quota operates within the framework already established for 2026, so no changes are required in approved fishing plans, only updating the monitoring of available quota.
• The resolution takes effect for the entire 2026 campaign, allowing the planning of remaining fishing trips for the year with the expanded quota.

Practical example

A joint management group of the Gulf of Cadiz that, according to the pre-established percentages of Order APA/315/2020, has 10% of the purse seine quota assigned in that fishing ground would receive approximately 15,589 kg additional of the 155,888 kg total distributed for that fleet.

If that group operates with several vessels and its usual annual quota was, for example, 200,000 kg, the additional quota represents an increase of about 7.8% over its usual volume for the remainder of the 2026 campaign. Those extra kilos can be used for additional fishing trips or to complete trips that would otherwise have been limited by quota exhaustion.

In the Cantabrian and Northwest, a purse seine operator who is part of the beneficiary group can plan additional fishing trips knowing that the available stock increases by 833,832 kg for that entire fleet segment, without needing to request specific authorization beyond the usual quota monitoring.

What should companies do now?

1. Verify the specific allocation of your vessel or management group: consult with your fishing cooperative, producer organization or directly with the General Secretariat of Fisheries the percentage that corresponds to you of the 155,888 kg of the Gulf of Cadiz or the 844,112 kg of the Cantabrian-Northwest.
2. Update the fishing trip plan for the rest of the 2026 campaign: incorporate the additional quota in operational planning to maximize use before campaign closure.
3. Review available quota monitoring: the resolution applies immediately from 31/07/2026; ensure that catch control systems reflect the new authorized volume.
4. Coordinate with the buying industry: if you supply to canning or processing companies, communicate the additional availability to adjust contracts or supply agreements for the campaign.
5. Consider appeal if applicable: if you believe the distribution has not been correctly applied to your case, you have a one month deadline from publication (31/07/2026) to file an appeal to the Minister of Agriculture, Fisheries and Food.
