383,998 kg of Iberian sardine available in 2026: keys to the quota optimization mechanism for the fleet

This quantity is the unconsumed surplus from individual allocations of the campaign and is made available through the annual optimization mechanism regulated by the Resolution of 9 September 2026 from the General Secretariat of Fisheries.

The objective is to prevent unconsumed quota from being wasted at year-end, allowing the most active vessels to continue fishing within the limits of the authorized stock.

What does this regulation establish?

The resolution activates the annual quota optimization mechanism for Iberian sardine for 2026. In practical terms, it works like this: when a vessel exhausts its individual allocation, it can continue fishing from this common pool, provided it meets the access conditions.

The resolution is effective from the day following its publication in the BOE, that is, from 12 September 2026.

Economic and operational impact

For shipowners with individual allocations already exhausted or close to exhaustion, this mechanism represents a direct opportunity to continue operating and generating income during the remaining months of 2026. Without it, vessels that had consumed their individual quota would have to stop Iberian sardine catches until year-end.

The bulk of the pool —365,816 kg of the 383,998 kg total, that is, more than 95%— comes from the purse seine fleet of the Gulf of Cádiz. This indicates that it is precisely this fleet that has generated the most surplus and, at the same time, can benefit most from the mechanism if its vessels have exhausted their individual allocations.

The 1,500 kg daily cap per vessel without weekly accumulation limits the consumption rate of the pool, which extends its availability over time and prevents a few vessels from exhausting it immediately.

The main operational risk is early closure of the mechanism: if demand is high and the pool is exhausted before 31 December, the General Directorate will close access without possibility to continue. Shipowners must monitor the pool status to plan their fishing trips.

Who does it affect?

• Shipowners of purse seine vessels authorized to fish Iberian sardine in PIL/8C9A stock waters (Gulf of Cádiz and Cantabrian-Northwest).
• Fishing companies with purse seine fleet that have exhausted or are close to exhausting their individual Iberian sardine allocation in 2026.
• Vessels from the Gulf of Cádiz, which are the main contributors to the common pool (365,816 kg) and, therefore, the potential main beneficiaries.
• Vessels from the Cantabrian-Northwest that have also contributed surplus to the pool.

The following are excluded from the mechanism:

• Vessels that as of 10 August 2026 had exceeded their adapted allocation by more than 10%.
• Vessels that temporarily transfer quota from the start of the mechanism.

Practical example

A shipowner from the Gulf of Cádiz with a purse seine vessel that exhausted its individual Iberian sardine allocation in mid-September 2026 can request access to the common pool of 383,998 kg.

Once admitted, its vessel can catch up to 1,500 kg of Iberian sardine per day from the pool. If it operates 5 days a week, that equals a maximum of 7,500 kg weekly. However, the limit is not cumulative: if a day no fishing occurs, those 1,500 kg cannot be added to the next day.

If that same shipowner had exceeded their adapted allocation by more than 10% before 10 August, they would be automatically excluded from the mechanism and could not access the pool in any case during 2026.

If the pool of 383,998 kg is exhausted before 31 December —for example, in November—, the General Directorate will close the mechanism and no vessel will be able to continue fishing Iberian sardine from it, regardless of how much individual quota remains to be consumed.

What should companies do now?

1. Verify the status of the individual allocation of each vessel: only those that have exhausted their individual quota can access the common pool. Check if that threshold has already been reached or when it is expected to be reached.
2. Review the catch history as of 10 August 2026: if any vessel exceeded its adapted allocation by more than 10% on that date, it is excluded from the mechanism. Confirm the situation of each vessel before requesting access.
3. Check if there is active temporary quota transfer: vessels that transfer quota from the start of the mechanism are excluded. If transfers are underway, evaluate their impact on pool access.
4. Plan fishing trips with the 1,500 kg/day limit: the daily cap is not cumulative weekly. Adjust operational planning to maximize use within that limit.
5. Monitor the status of the common pool: if the pool is exhausted before 31 December, the mechanism closes without relevant prior operational notice. Keep track of collective consumption to anticipate closure.
6. Consult the complete resolution in the BOE (BOE-A-2026-19042) and, if applicable, contact the General Secretariat of Fisheries to confirm the procedure for accessing the mechanism.
