Municipalities in Illes Balears, Castilla y León, Castilla-La Mancha, Extremadura and Región de Murcia have state funding allocated for their justice offices in 2026. The Order PJC/1004/2026, published on September 28, sets the distribution module for budgetary credit from the 2023 General State Budget, extended for 2026.

Special rule for Secretaries' Associations: municipalities integrated into these associations only receive 50% of the amount that would correspond to them by their population bracket. The remaining 50% is transferred to the association's head municipality.
The measure applies exclusively to the five autonomous communities that do not have transferred competencies in matters of resources for the Administration of Justice. Communities with transferred competencies are expressly excluded.
Economic and operational impact
For affected municipalities, this grant represents a direct state contribution to cover current expenses for their justice offices: supplies, maintenance, materials, etc. This is not an infrastructure investment, but rather operating financing.
The impact varies significantly depending on municipality size:

Practical example
Suppose a municipality in Extremadura with 350 inhabitants that has a municipal justice office and is integrated into a Secretaries' Association:
- Based on its population bracket (fewer than 500 inhabitants), it would be entitled to a grant of €310.
- Being integrated into a Secretaries' Association, it will only receive 50% of that amount: €155.
- The other €155 are transferred to the association's head municipality.
In contrast, a municipality in Castilla y León with 8,000 inhabitants that does not belong to any association will receive in full the €2,340 that corresponds to it by its population bracket.
