What does this regulation establish?

Economic and operational impact

This competition does not generate direct costs for participants, but has relevant operational and career consequences:

• Forced mobility for provisionally assigned staff: whoever provisionally occupies a position included in the call must apply for it. If they do not obtain it or do not participate, they may be displaced from their current position.
• Mobility blocking by permanence: civil servants who do not meet the two years of permanence in their permanent position cannot participate, unless they fit into one of the specific exceptions.
• Electronic certificate management: processing is 100% electronic. Those who do not have an active or updated electronic certificate must manage it before the deadline closes.
• HR planning in affected units: DGP units with called positions must anticipate possible changes in their staffing.

Who does it affect?

• Career civil servants of the General State Administration who wish to apply for a position in the General Police Directorate.
• Civil servants in provisional assignment in positions included in Annexes IA or IB of the call (mandatory participation).
• Civil servants in any administrative situation (active, special services, leave of absence, etc.), as long as they are not in a current firm suspension and meet the permanence requirement.
• HR managers and personnel management staff in DGP units with called positions.
• Advisors and personnel managers of the General State Administration who must inform or process applications from their civil servants.

Practical example

A career civil servant of the AGE who has been in their current permanent position for three years and wishes to transfer to a position in the General Police Directorate included in Annex IA meets the minimum permanence requirement of two years. They must access the Funciona Portal with their electronic certificate and submit their application within the 15 business days following 25 August 2026.

In contrast, a civil servant in provisional assignment in a position that appears in Annexes IA or IB has no choice: the call obliges them to apply for that position. If they do not, they breach the resolution and may lose their provisional assignment without having applied for the permanent position.

A third case: a civil servant who has been in their permanent position for only 18 months cannot participate in this competition unless their situation fits into one of the specific exceptions listed in the call. They should review the annexes and, if in doubt, consult with their organization's personnel unit before the deadline closes.

What should civil servants do now?

1. Verify if your position is in Annexes IA or IB: consult the resolution in the BOE (BOE-A-2026-18113) to check if your current position has been called. If you are in provisional assignment and it appears, your participation is mandatory.
2. Check the permanence requirement: confirm that you have been in your current permanent position for at least two years as of the deadline closing date. If you do not meet this, review whether your case fits into one of the specific exceptions.
3. Activate and verify your electronic certificate: the application is exclusively electronic through the Funciona Portal. Check that your electronic certificate is valid before the deadline expires.
4. Submit the application within the deadline: you have 15 business days from 25 August 2026. Do not wait until the last day: technical problems do not exempt you from meeting the deadline.
5. HR managers: identify which positions in their unit have been called and communicate this to affected civil servants, especially those in provisional assignment.
