New teaching civil servants 2026: appointments in Secondary, EOI and Music from September 1st

The Order EFD/896/2026, published in the BOE on August 26, 2026, formalizes this step for the three teaching bodies managed directly by the Ministry of Education, Vocational Training and Sports.

The appointment is not automatic nor indefinite in its effects: the individual data of each appointee—NRP, partial ID, shift, specialty and score—appear in the Order's annex and are the official reference for any subsequent claim or verification.

What does this regulation establish?

Order EFD/896/2026 formalizes the final step of the selective process initiated with the Resolution of December 27, 2024: the appointment as career civil servants of candidates who passed all phases of the teaching opposition exams.

The three affected bodies and their characteristics are:

The Order's annex records, for each appointed person, the following individual data:

• NRP (Personnel Registration Number): unique identifier of the civil servant in the Administration's system.
• Partial ID: for identification without full document exposure.
• Shift: free, disability or other called shifts.
• Specialty: subject or area for which the position was called.
• Score obtained: final result of the selective process.

The administrative effectiveness of the appointments is set for September 1, 2026, coinciding with the start of the school year, which means that from that date the appointees acquire all the rights and obligations inherent to the status of career civil servant.

Economic and operational impact

For appointed teachers, the transition from temporary or candidate status to career civil servant entails first-order economic and labor changes:

• Access to full job stability: immovability in the position except for disciplinary proceedings or position suppression.
• Consolidation of the salary bracket corresponding to the body and specialty, with effects from September 1, 2026.
• Start of the calculation of three-year increments as a career civil servant, with the associated salary increase every three years.
• Access to transfer competitions for career civil servants, which allow requesting positions throughout the territory managed by the Ministry.
• For the affected educational administrations: incorporation of new positions to the permanent staff, with the consequent impact on personnel budgets for the 2026-2027 fiscal year.

From an operational perspective, educational centers dependent on the Ministry must integrate the new civil servants into their staff starting September 1, 2026, with all the administrative effects that this entails (registration with Social Security as a civil servant, assignment of provisional or permanent position, etc.).

Who does it affect?

• Selected candidates in the selective processes called by Resolution of December 27, 2024 for the three mentioned bodies, in positions managed by the Ministry of Education, Vocational Training and Sports.
• Temporary teachers who occupied positions that are now to be filled by the new career civil servants.
• Management teams and secretariats of educational centers dependent on the Ministry that must manage the incorporation.
• Human resources units of the Ministry and corresponding educational administrations, responsible for processing registrations and assignments.
• Non-selected candidates who wish to challenge the result: they have strict deadlines to act.

Practical example

An opposition candidate who passed the tests for the specialty of Spanish Language and Literature of the Secondary Education Teachers Body in the process called in December 2024 appears in the annex of Order EFD/896/2026 with their assigned NRP, partial ID, the shift they competed for (for example, free shift), their specialty and the final score obtained.

As of September 1, 2026 this teacher is a career civil servant in all respects: their remuneration is governed by the Secondary body's tables, they begin to accumulate three-year increments and can participate in the next transfer competition to request a permanent position in any center dependent on the Ministry.

If this teacher believes that their score or specialty recorded in the annex is incorrect, they have until September 26, 2026 to file an administrative review appeal, or until October 26, 2026 to resort to the contentious-administrative route.

What should those affected do now?

1. Consult the annex of Order EFD/896/2026 in the BOE to verify that personal data (NRP, partial ID, shift, specialty and score) are correct.
2. Check the effective date: the appointment takes effect on September 1, 2026; any administrative management (payroll registration, Social Security, assignment) must be processed before or on that date.
3. File an appeal if there are discrepancies: the deadline for administrative review appeal is 1 month from August 26, 2026 (until September 26, 2026). For the contentious-administrative route, the deadline is 2 months (until October 26, 2026). After these deadlines, the appointment becomes final.
4. Manage incorporation into the center: management teams must coordinate with the corresponding human resources unit the assignment of provisional or permanent position and the administrative registration of the new civil servant.
5. Update staff planning: the Ministry's HR units must reflect the newly filled positions in personnel management and budget systems for the 2026-2027 school year.
