Women-led tech startups in Spain have access in 2026 to a line of participatory loans of up to 8 million euros, without guarantees and at zero interest rate. The Resolution of 20 October 2026 from the Under-Secretariat publishes the addendum to the agreement signed between the State Secretariat for Digitalization and Artificial Intelligence (SEDIA) and ENISA to extend to fiscal year 2026 the so-called "Digital Entrepreneurs Line", whose base agreement was signed on 19 December 2025.
The financing is part of the 2026 budget extension approved by the Council of Ministers on 23 December 2025 and has the explicit objective of reducing the gender gap in the Spanish digital entrepreneurial ecosystem.
What does this regulation establish?
The addendum published on 28 October 2026 modifies and expands the original agreement signed on 19 December 2025 between SEDIA and ENISA. Its function is to extend the Digital Entrepreneurs Line to fiscal year 2026, maintaining the conditions of the base agreement.
The mechanism works at two levels:
- Level 1 — State to ENISA: The State grants ENISA a loan of up to 8 million euros at zero interest rate, without guarantees and with a maximum repayment period of 10 years.
- Level 2 — ENISA to startups: ENISA channels those funds to women-led tech startups through participatory loans, an instrument that counts as own resources and does not require real guarantees.
The specific conditions for granting to startups, control mechanisms and the obligations of the parties are governed entirely by the initial agreement of 19 December 2025. The addendum does not modify those conditions: it merely extends the validity and budget to fiscal year 2026.
The legal authorization for the entire line comes from additional provision sixty-third of Law 11/2020, of 30 December, on State Budgets for the year 2021.
Economic and operational impact
For a startup, accessing an ENISA participatory loan has a very specific financial impact:
- Zero financial cost in the public tranche: The State lends to ENISA at 0%, which allows ENISA to offer very competitive conditions to the final beneficiaries.
- No guarantees: Unlike traditional bank financing, no personal guarantee or mortgage on assets is required. This eliminates one of the main barriers to access for entrepreneurs in early stages.
- Counting as own resources: Participatory loans improve the startup's solvency ratio, facilitating the obtaining of additional financing (bank or investor).
- Long term: With up to 10 years of repayment, the repayment burden is very manageable even for projects with slow returns.
The total amount of 8 million euros, distributed among the startups selected by ENISA, represents an opportunity for direct financing without capital dilution for the founders.
Who does it affect?
- Tech startups with headquarters or main activity in Spain.
- Companies with female leadership (the eligibility criterion revolves around the startup being led by women; the exact criteria are set out in the base agreement of 19 December 2025).
- Advisors and consultants who accompany entrepreneurs in the search for public financing.
- Accelerators and incubators with programs aimed at women in the digital sector.
- Investors and venture capital funds that co-invest with ENISA in women-led startups.
Practical example
An artificial intelligence startup founded and led by two women, with 3 years of activity and growing revenue but still without profits, applies for financing from ENISA within this line. Since it is a participatory loan, it does not need to provide real guarantees or personal guarantees. If ENISA grants it, for example, €300,000, that amount counts as own resources on its balance sheet, improving its solvency ratio for a subsequent investment round. The repayment period can be extended up to 10 years, which reduces cash pressure in the first years of growth. The financial cost will depend on the conditions that ENISA applies at the second level, but the origin of the fund (State loan at 0%) guarantees that the conditions are significantly better than those of the market.
What should companies do now?
- Verify eligibility: Confirm that your startup meets the female leadership and technology activity criteria defined in the base agreement of 19 December 2025 between SEDIA and ENISA.
- Contact ENISA directly: ENISA is the managing entity that evaluates and grants participatory loans. Access its official portal to learn about the application process and required documentation.
- Prepare the business plan: ENISA evaluates project viability. Have an updated financial plan ready, revenue projections and the company's capital structure.
- Review the base agreement: The exact conditions for granting (minimum and maximum amounts per company, selection criteria, reporting obligations) are in the SEDIA-ENISA agreement of 19 December 2025. Request or download that document before submitting your application.
- Act quickly: The line has a maximum budget of 8 million euros for the entire 2026 fiscal year. Funds are allocated until the available budget is exhausted.
Frequently asked questions
How much money is available in the Digital Entrepreneurs Line 2026?
The State has made available to ENISA a loan of up to 8 million euros for fiscal year 2026. ENISA distributes those funds among the selected startups through participatory loans. The specific amount per company depends on the conditions of the base agreement of 19 December 2025.
What interest rate do startups pay on these loans?
The State loan to ENISA is at zero interest rate and without guarantees. The conditions that ENISA passes on to the beneficiary startups are governed by the base agreement of 19 December 2025. In any case, since the cost of origin is zero, the final conditions are significantly more favorable than market bank financing.
What is a participatory loan and why is it advantageous for a startup?
A participatory loan is a financial instrument that counts as own resources on the company's balance sheet. This improves the solvency ratio, does not require real guarantees and facilitates obtaining additional financing. In this line, the maximum repayment period is 10 years, which reduces cash pressure in early stages.
When does this addendum come into force and until when is the line active?
The addendum came into force on 28 October 2026, the date of its publication in the BOE. The line is active for fiscal year 2026, within the framework of the budget extension approved by the Council of Ministers on 23 December 2025. Funds are allocated until the budget of 8 million euros is exhausted.
Who manages the application: SEDIA or ENISA?
ENISA (National Innovation Company, S.M.E., S.A.) is the entity that evaluates, grants and manages participatory loans to startups. SEDIA acts as ENISA's financier through the 8 million loan. Applications should be directed directly to ENISA.
