All educational centers in Spain have an obligation that is not new but now receives reinforced funding: having a wellbeing and protection coordinator. The Sectoral Conference on Education approved on June 3, 2026 the distribution of €10 million among autonomous communities to sustain this program, and the resolution was published in the BOE on June 20, 2026 (reference BOE-A-2026-13442).

This is not an optional aid nor a pilot project: the obligation to have a wellbeing coordinator exists by mandate of the LOMLOE and the Organic Law for Comprehensive Child and Adolescent Protection against Violence. What this resolution provides is state funding so that communities can execute it with concrete resources in the 2026 budget year.

€10,000,000
Total distributed among autonomous communities for school wellbeing 2026

What does this regulation establish?

The resolution publishes the agreement by which the Sectoral Conference on Education approves two specific things:

  • The proposal for territorial distribution of the €10 million among autonomous communities.
  • The distribution criteria for those credits, set in accordance with the General Budget Law and objective criteria agreed in the Sectoral Conference itself.

Each autonomous community will receive its specific allocation through an individual resolution from the Ministry of Education, which will also monitor and control the use of the funds.

The program finances four lines of action in educational centers:

Program axisDescription
Wellbeing and protection coordinatorStrengthening of the mandatory figure in all centers according to LOMLOE and Comprehensive Child Protection Act
Student mental healthActions from a comprehensive center approach
School coexistencePrograms to improve climate and coexistence in centers
Prevention of bullying and cyberbullyingSpecific measures against face-to-face and digital bullying among students

Economic and operational impact

For autonomous communities, this resolution activates credits that must be managed and justified to the Ministry of Education. Monitoring and control of fund use is the responsibility of the Ministry, which means that communities will have to account for how the €10 million has been applied.

For educational centers, the operational impact is direct: the funding is aimed at sustaining the figure of the wellbeing and protection coordinator, which is already legally mandatory. Centers that do not have this figure covered are not complying with LOMLOE or the Comprehensive Child Protection Act, regardless of whether their community has received the funds or not.

From a management perspective, charter and private schools are also subject to the coordinator obligation, although the financing of this program is channeled through regional administrations.

Who does it affect?

  • Autonomous communities: All those with education competencies. They will receive their individual allocation from the Ministry and must justify the use of funds.
  • Public educational centers: Required to have a wellbeing and protection coordinator. Regional funds must reach centers to finance this figure and its actions.
  • Charter and private centers: Also subject to the legal obligation of having a wellbeing and protection coordinator, although the financing route may vary depending on the community.
  • Wellbeing and protection coordinators: Professionals whose figure is strengthened and funded by this program.
  • Center management teams: Responsible for ensuring that the coordinator figure is operational and that mental health, coexistence and bullying prevention programs are implemented.
  • Students: Final recipients of funded actions: mental health, coexistence and prevention of bullying and cyberbullying.

Practical example

A medium-sized autonomous community receives its allocation from the Ministry of Education based on objective criteria approved by the Sectoral Conference. With those funds, the regional education department can finance, for example, the working hours of the wellbeing coordinator in each center, specific training for that professional, or the implementation of protocols for detecting bullying and cyberbullying.

A secondary education center that until now did not formally have the figure of wellbeing and protection coordinator must designate a teacher for that role. The regional financing derived from these €10 million can cover, among others, the reduction in teaching hours for that teacher to dedicate to coordination functions, or the materials and intervention programs in mental health and coexistence.

If the center does not have this figure covered, it is not complying with LOMLOE or the Comprehensive Child Protection Act, regardless of the funding received.

What should centers and communities do now?

  1. Verify if the center has a designated wellbeing and protection coordinator. It is a legal obligation in force since LOMLOE. If it is not covered, it must be remedied regardless of funding.
  2. Regional education departments must await the individual resolution from the Ministry with their specific allocation of the €10 million and plan the execution of funds within the 2026 budget year.
  3. Document the funded actions charged to this program, as the Ministry of Education will monitor and control the use of credits.
  4. Implement or strengthen the four program axes in each center: wellbeing coordination, student mental health, school coexistence and prevention of bullying and cyberbullying.
  5. Management teams must review action protocols for situations of bullying, cyberbullying and mental health problems, ensuring that the wellbeing coordinator has real capacity to intervene.

Frequently asked questions

How much money does the Government distribute for school wellbeing in 2026?

The Government distributes €10 million among autonomous communities for the Territorial Cooperation Program for Wellbeing and Protection in Educational Centers in the 2026 budget year. The distribution was approved by the Sectoral Conference on Education on June 3, 2026 and published in the BOE on June 20, 2026.

Is the wellbeing and protection coordinator mandatory in all schools?

Yes. The figure of the wellbeing and protection coordinator is mandatory in all educational centers according to LOMLOE and the Organic Law for Comprehensive Child and Adolescent Protection against Violence. The funds from this program strengthen and finance that figure, but the legal obligation exists regardless of the funding received.

How are the €10 million distributed among autonomous communities?

The distribution follows objective criteria set by the Sectoral Conference on Education in accordance with the General Budget Law. Each autonomous community will receive its specific allocation through an individual resolution from the Ministry of Education. The Ministry will also monitor and control the use of credits.

What areas does this program finance in educational centers?

The program finances four axes: the strengthening of the wellbeing and protection coordinator, actions for student mental health, improvement of school coexistence, and prevention of bullying and cyberbullying, all from a comprehensive center approach.

Does this program also affect charter and private schools?

The legal obligation to have a wellbeing and protection coordinator affects all educational centers, including charter and private ones. The financing of this program is channeled through regional administrations, so how it reaches non-public centers depends on each autonomous community.
