The Statutes of Universitat de València have been in force since 2004 and had only been partially revised in 2013. The approval of the Organic Law 2/2023 of the university system (LOSU) required all Spanish universities to update their statutes within a maximum period of three years. UV complies with this mandate through Decree 86/2026, of June 5, of the Consell, which deeply reforms more than 200 articles and comes into force on the same day of its publication in the BOE, July 16, 2026.
The internal process was lengthy: the university Senate approved the proposal in October 2025, and after the required legal controls and reports, the Consell of the Valencian Community ratified it in June 2026.
What does this regulation establish?
Decree 86/2026 is not a minor reform: it is a comprehensive review of the statutory text that touches virtually all areas of university operations. The main blocks affected are as follows:
| Block | Content affected |
|---|---|
| Organizational structure | Reorganization of UV's institutional architecture |
| Central governing bodies | University Senate and Governing Council: composition, functions and procedures |
| Organization of studies and research | Adaptation to the new academic and research framework of LOSU |
| Regime of the university community | Rights and duties of students, faculty (PDI) and administrative staff (PAS) |
| Economic-financial framework | Update of the budgetary and economic management regime |
The reform replaces the text of Decree 128/2004 in all those areas, also rendering ineffective the changes introduced in the partial 2013 reform. The new text starts from scratch in the drafting of the affected articles, not from point amendments.
Economic and operational impact
The Decree expressly states that it does not imply an increase in public spending. This means that the statutory reform does not generate new budget items or require UV to expand its workforce or facilities as a direct consequence of the decree.
However, the operational impact is relevant for those who work or study at the institution:
- Governing bodies: the Senate and Governing Council must adapt their internal regulations, calls and procedures to the new statutory text.
- Faculty and staff: the regime of rights, duties and working conditions is updated in accordance with LOSU, which may affect competitions, promotions and recognition.
- Students: the new statute includes the framework of rights and student participation established by LOSU 2023, potentially broader than that of 2004.
- Economic management: the updated financial framework may modify internal procedures for contracting, budgeting and accountability.
Who does it affect?
- Students of Universitat de València: in their regime of rights, participation in governing bodies and organization of studies.
- Faculty (PDI - Personal Docente e Investigador): in their working conditions, academic career, rights and institutional representation.
- Administrative staff (PAS - Personal de Administración y Servicios): in their statutory regime, rights and participation in university life.
- UV governing bodies: University Senate, Governing Council, Rectorate and other central and peripheral bodies, which must adapt their operations to the new text.
- Management and administration teams: responsible for adapting internal procedures, development regulations and calls to the new statutory framework.
Practical example
Imagine you are a faculty representative in the Senate of Universitat de València. Until July 15, 2026, your mandate, functions and the procedure for calling sessions were governed by Decree 128/2004, with the tweaks from 2013. From July 16, 2026, all these aspects are regulated by the new text approved by the Consell.
In practice, this means that the next Senate call must comply with the new articles: quorum, majorities, competencies and voting procedures may have changed. The same applies to the Governing Council, whose composition and powers are redefined in the new Statutes.
For staff or faculty who are in an ongoing promotion or competition process, it is advisable to verify whether the bases or evaluation criteria are affected by the new statutory regime, especially regarding rights and conditions included in the university community block.
What should those affected do now?
- Download and read the text of Decree 86/2026: available in the BOE from July 16, 2026. Identify the articles that directly affect your own area (governance, faculty, staff, students).
- Review internal development regulations: the regulations of the Senate, Governing Council and other bodies must be updated to not contradict the new statutory text.
- Verify ongoing processes: faculty competitions, staff calls, electoral processes or academic procedures that were underway must be reviewed in light of the new articles.
- Communicate changes to affected groups: management teams and legal services must inform students, faculty and staff of changes in their rights and obligations.
- Plan adaptation of the economic-financial framework: economic management services must review whether internal procedures for budgeting and contracting require adjustments in accordance with the new framework.
Frequently asked questions
When do the new Statutes of Universitat de València come into force?

Why have the UV Statutes been modified now?
Organic Law 2/2023 of the university system (LOSU) required all Spanish universities to adapt their statutes to the new regulatory framework within a maximum period of three years from its approval. UV complies with this mandate through this decree, approved internally by the Senate in October 2025 and ratified by the Consell in June 2026.
How many articles change with Decree 86/2026?
The reform affects more than 200 articles of the original Statutes approved in 2004 (Decree 128/2004). It is a comprehensive reform, not a minor modification, that touches the organizational structure, governing bodies, organization of studies, the regime of the university community and the economic-financial framework.
Does it entail additional cost for the university or public budget?
No. Decree 86/2026 expressly states that it does not imply an increase in public spending. The reform is organizational and regulatory in nature, with no new budget items deriving from its direct application.
What regulation does Decree 86/2026 replace?
It modifies Decree 128/2004, of July 30, of the Consell, which approved the Statutes of Universitat de València-Estudi General, and also renders ineffective the changes introduced by the partial 2013 reform. The new statutory text is the reference from July 16, 2026.
