UNE Standards August 2026: deadlines and obligations for textiles, construction, funeral services and operating rooms

Five business sectors have a concrete opportunity—with an expiration date—to influence the technical standards that will regulate their activity. The General Directorate of Industrial Strategy has submitted to public information five UNE standard draft projects being processed by AENOR corresponding to August 2026, published in the BOE of 9 September 2026. The deadlines are counted from the day following that publication, that is, from 10 September 2026.

UNE standards are not always mandatory upon approval, but they frequently become mandatory references in public procurement, contracts with major clients, quality audits and, eventually, legal requirements. Participating now in the public consultation is the only way for affected companies to shape the technical content before it becomes fixed.

What does this regulation establish?

The resolution submits to public consultation the following five UNE standard draft projects. Each has a different deadline and affects a different sector:

Economic and operational impact

The impact of these standards is not immediate in terms of fines or penalties, but it does have real economic and operational consequences in the medium term:

• Used textiles: Companies engaged in collection, classification and recycling of clothing will have to adapt their processes to the handling and classification criteria set by the standard. This may affect investments in machinery, training and traceability systems.
• Terrazzo for exterior use: Manufacturers and distributors of terrazzo tiles will have to verify that their products comply with the technical specifications of the new standard to maintain their commercialization in public and private construction projects.
• Funeral concrete: Manufacturers of prefabricated elements for cemeteries and funeral constructions will have to adapt their products to the standard's requirements, which may involve changes in formulations, testing and certifications.
• Electrical installations in operating rooms: Electrical installers and maintenance companies for healthcare facilities will have to know and apply the new verification and inspection criteria, with direct impact on review protocols and technical documentation.
• Clear language in scientific writing: Primarily affects entities that produce technical and scientific documentation, with less direct economic impact but relevant for research organizations and companies with R&D activity.

• Companies engaged in collection, classification, reuse and recycling of used textiles
• Manufacturers and distributors of terrazzo tiles for exterior use
• Manufacturers of prefabricated concrete elements intended for funeral constructions
• Installation and maintenance companies for low-voltage electrical installations in healthcare facilities
• Managers and technical managers of hospitals, clinics and surgical centers
• Companies and organizations in the funeral sector that contract or supervise civil works
• Entities with R&D activity or production of technical and scientific documentation
• Technical advisors, quality consultants and certifiers working with any of the above sectors

Practical example

An electrical installation company that regularly works on the maintenance of operating rooms in public and private hospitals has 30 days from 10 September 2026 to review the UNE standard draft project on verification and inspection of low-voltage electrical installations in operating rooms.

If the company detects that any of the proposed technical requirements is incompatible with its current procedures—or that it generates disproportionate costs in periodic reviews—it can submit technical comments through the srp.une.org portal before the deadline expires. Once the standard is approved, that margin of influence disappears and adaptation will be mandatory without possibility of technical negotiation.

The same applies to a textile company that manages used clothing collection points: it has 40 days to review the proposed handling and classification specifications and verify whether its current operations would be compliant or would need adjustments.

What should companies do now?

1. Identify if your sector is among the five affected and which UNE standard draft project corresponds to your activity (see table in the "What does this regulation establish?" section).
2. Download the project text from srp.une.org and assign it to your technical or quality manager for review.
3. Control the deadline: the textiles and funeral concrete projects have 40 days from 10/09/2026; the terrazzo, operating rooms and scientific language projects have 30 days. Mark the deadline dates on your calendar.
4. Evaluate operational impact: compare the proposed requirements with your current processes and identify possible deviations that require investment or procedure changes.
5. Submit comments if appropriate: if you detect technical requirements that do not reflect the reality of the sector or that generate disproportionate costs, use AENOR's official channel to convey your position before the deadline expires.
6. Anticipate adaptation: although the standard is not yet mandatory, plan in advance the changes you will need to implement once approved, especially if they involve investment in equipment, training or certifications.
