Candidates for the Senior Scientist Scale of Public Research Organizations (OPI) can now check their provisional status in the selective process called by the Resolution of December 23, 2025. The Under-Secretary of the Ministry of Science published on July 4, 2026 the provisional lists of admitted and excluded candidates, opening a critical remedy period for those who did not pass the initial screening.

This resolution is not a minor formality: permanent exclusion from the process means losing the opportunity to access a permanent civil service position in the Spanish public research system. The deadline is short and the channel is exclusively electronic.

10 business days
Maximum deadline to remedy exclusion (from July 4, 2026)
+15 tribunals
Selection bodies modified upon proposal from CSIC, CIEMAT and IAC
1 new tribunal
Tribunal no. 16 bis created for Astrophysics and Universe Sciences (IAC)

What does this regulation establish?

The Resolution of June 26, 2026 regulates two differentiated aspects of the selective process:

1. Provisional lists of admitted and excluded candidates

The provisional lists of admitted and excluded persons in the selective process for admission are approved, both through the general open access system and through internal promotion, to the Senior Scientist Scale of OPI.

Candidates excluded or omitted from the lists may remedy the defects that caused their exclusion. The conditions are:

  • Deadline: 10 business days counted from the day following publication (July 4, 2026).
  • Exclusive channel: electronically, through the Selective Tests Registration service.
  • Consequence of inaction: permanent and final exclusion from the selective process.

2. Modification of selection bodies (tribunals)

Members and presidents are replaced in more than 15 selection tribunals, upon proposal from the three main organizations involved:

Proposing organizationType of change
CSIC (Spanish National Research Council)Replacement of members and presidents in multiple tribunals
CIEMAT (Center for Energy, Environmental and Technological Research)Replacement of members and presidents in multiple tribunals
IAC (Canary Islands Institute of Astrophysics)Replacement of members and presidents + creation of tribunal no. 16 bis for Astrophysics and Universe Sciences

The creation of tribunal no. 16 bis for Astrophysics and Universe Sciences, proposed by the IAC, is a notable development: it represents the addition of a selection body not originally provided for in the December 2025 call.

Economic and operational impact

For candidates, the impact is not direct economic, but rather career-related. A Senior Scientist position at OPI means access to the public research civil service with job stability, remuneration linked to public sector agreements, and development opportunities in organizations such as CSIC, CIEMAT or IAC.

Losing the opportunity by failing to remedy within the deadline means being excluded from a selective process that, by its nature, is not called annually. The opportunity cost can be measured in years of waiting for the next equivalent call.

For the affected organizations (CSIC, CIEMAT, IAC), the modification of more than 15 tribunals implies significant operational reorganization: new presidents and members must be notified, accept the position, and prepare for the development of the tests.

Who does it affect?

  • Excluded or unlisted candidates: any person who submitted an application in the process called in December 2025 and does not appear on the admitted list, or appears on the excluded list. They must act before the remedy deadline expires.
  • Admitted candidates: must verify that their data is correct on the provisional list, as this is not yet final.
  • Replaced tribunal members: members and presidents affected by modifications in more than 15 tribunals must be aware of their new status.
  • Newly appointed tribunal members: especially those of the new tribunal no. 16 bis for Astrophysics and Universe Sciences.
  • Researchers from IAC, CSIC and CIEMAT: organizations directly involved in the tribunal modification proposals.

Practical example

A researcher who submitted their application in January 2026 to access the Senior Scientist Scale of CSIC checks the provisional lists published on July 4, 2026 and finds that they appear in the list of excluded candidates due to a defect in the documentation provided (for example, an academic degree not properly accredited).

They have 10 business days from July 4 to access the electronic Selective Tests Registration service, remedy the defect, and provide the correct documentation. If they do not do so within that deadline, their exclusion becomes permanent and they will not be able to participate in any of the tests of the selective process, regardless of their academic or research merit.

In parallel, if that same researcher was part of a selection tribunal as a member and has been replaced upon proposal from CSIC, they will receive notification of their removal from the body and should not attend evaluation sessions.

What should candidates do now?

  1. Immediate check of provisional lists: access the resolution published in the Official State Gazette of July 4, 2026 and locate your name in the list of admitted or excluded candidates.
  2. If you appear as excluded or omitted: identify the reason for exclusion and prepare the remedial documentation before the 10 business days expire.
  3. Access the electronic channel: remedy is carried out exclusively through the Selective Tests Registration service. In-person or postal mail remedies are not accepted.
  4. Calculate the exact deadline: the 10 business days begin on July 5, 2026 (day following publication). Exclude Saturdays, Sundays, and applicable national and regional holidays.
  5. If you are a tribunal member: verify if your name appears among those replaced in any of the more than 15 modified tribunals, or if you have been appointed to the new tribunal no. 16 bis for Astrophysics and Universe Sciences.
  6. Keep proof of remedy: retain the electronic receipt as evidence that you acted within the deadline.

Frequently asked questions

How much time do I have to remedy my exclusion in the Senior Scientist OPI civil service exams?

You have 10 business days counted from the day following publication of the resolution in the Official State Gazette, that is, from July 5, 2026. Business days exclude Saturdays, Sundays, and holidays. If you do not remedy within that deadline, the exclusion becomes permanent and you will not be able to participate in the selective process.

How can I remedy my exclusion from the provisional lists of Senior Scientist OPI?

Remedy is carried out exclusively electronically through the Selective Tests Registration service enabled by the Ministry of Science. In-person or postal remedies are not accepted. Always keep the electronic receipt of the action taken.

What if I do not appear on either the admitted or excluded list?

If your name is omitted from both lists, you also have the right to remedy within the same 10 business days. The resolution expressly contemplates "omitted" candidates along with excluded ones. You must access the electronic Selective Tests Registration service and claim your inclusion by providing documentation that proves your application.

Which organizations have modified the selection tribunals and how many have changed?

The three organizations that have proposed modifications are CSIC, CIEMAT, and IAC. In total, more than 15 tribunals have been modified, replacing members and presidents. Additionally, the IAC has proposed the creation of an additional tribunal, no. 16 bis, specific to the Astrophysics and Universe Sciences specialty.

When was this Senior Scientist OPI selective process originally called?

The selective process was called by the Resolution of December 23, 2025. The resolution published on July 4, 2026 approves the provisional lists and modifies the selection bodies, being an intermediate step before the publication of final lists and the start of tests.
