Businesses and self-employed individuals registered on the chamber census have the right to elect their representatives to the Cámaras Oficiales de Comercio, Industria, Servicios y Navegación. Until now, participation in these electoral processes could be limited by the need to travel in person. The Resolución de 23 de marzo de 2026 (BOE-A-2026-7161) publishes the agreement signed between the Ministerio de Economía, Comercio y Empresa and Correos to remove that barrier through postal voting.
This is not a change in tax obligations or in the operational costs of businesses. It is a change in democratic access to institutional business representation, with practical consequences for who makes decisions in bodies that manage training, support and the defence of sector interests.
What does this regulation establish?
The agreement regulates the postal logistics required to make postal voting operational in the electoral processes of the Cámaras Oficiales de Comercio, Industria, Servicios y Navegación. The two signatories are:
- Ministerio de Economía, Comercio y Empresa: the body responsible for the supervision and regulation of the Chambers of Commerce at national level.
- Sociedad Estatal Correos y Telégrafos, SA, S.M.E.: the postal operator responsible for managing the distribution and receipt of votes cast by post.
The agreement is operational in nature: it does not modify the chamber census, does not alter the requirements to be an elector, and does not change the structure of the Chambers. What it does is ensure that the postal channel operates in a regulated and reliable manner so that any registered business or self-employed individual can vote without attending in person.
The Cámaras Oficiales de Comercio, Industria, Servicios y Navegación are business representation bodies with functions of support, training and defence of sector interests. Their governing bodies are elected through electoral processes in which businesses and self-employed individuals registered on their census participate.
Economic and operational impact
This agreement does not generate direct costs for businesses or self-employed individuals. The agreement is between the Ministry and Correos, and its objective is to facilitate electoral participation, not to impose new obligations.
The real impact is indirect but significant: who is elected to the Chambers of Commerce determines how resources, services and business support programmes are managed at provincial and national level. This includes:
- Training programmes for businesses and workers.
- Support services for internationalisation.
- Initiatives to defend sector interests before public administrations.
- Management of the Chambers' financial resources.
Greater electoral participation, now facilitated by postal voting, can shift the balance of representation in these bodies. For SMEs and self-employed individuals who use chamber services, this has practical consequences for the quality and direction of those services.
Who is affected?
This regulation directly affects:
- Businesses registered on the census of the Cámaras Oficiales de Comercio, Industria, Servicios y Navegación in any Spanish province.
- Self-employed individuals and professionals registered with those Chambers with recognised voting rights.
- SMEs in any sector (commerce, industry, services, navigation) that fall within the chamber's remit.
It does not affect businesses or self-employed individuals who are not registered on the chamber census, nor does it create obligations for those who do not participate in the electoral process.
Practical example
A distribution company headquartered in a provincial capital is registered on the census of its local Cámara Oficial de Comercio. Until now, to vote in chamber elections, it had to arrange for a representative to travel to the polling point on the designated date, which in many cases led to abstention due to lack of time or resources.
With the agreement in force, that same company can apply for a postal vote, receive it at its registered address through Correos and return it through the same channel. The process is logistically regulated by the agreement between the Ministerio de Economía and Correos, which guarantees the traceability and validity of the vote cast.
The result: the company participates in the election of the representatives who will manage the training, internationalisation and interest-defence programmes that it can use itself, at no additional cost and without the need to travel.
What should businesses do now?
- Check whether you are on the chamber census: Verify whether your business or self-employed activity is registered on the census of the Cámara Oficial de Comercio, Industria, Servicios y Navegación in your province. Without registration on the census, there is no right to vote.
- Find out when elections are called: The agreement regulates the logistics of postal voting, but the specific dates of each electoral process are set by each Chamber. Check the website of your provincial Chamber to find out the electoral calendar.
- Apply for a postal vote when the period opens: Once elections are called, apply for a postal vote within the deadline set by the notice. Correos will manage distribution and receipt in accordance with the published agreement.
- Inform other partners or directors: If your company has several representatives or partners with voting rights, inform them of the postal voting option to maximise participation.
- Assess the impact of chamber representation: Analyse which services of your Chamber of Commerce you use or could use (training, internationalisation, advisory services) and consider whether the composition of its governing bodies is relevant to your activity.
