Professional fishing and aquaculture organizations, shipowners and administrations managing PAC funds have had a new operational framework since August 27, 2026. The Royal Decree 683/2026 modifies five basic regulations in the agricultural and fishing sector with the aim of adapting Spanish regulation to the latest European guidelines and reducing procedural rigidities that hindered aid management and fleet renewal.

Block 1: Aid to professional fishing and aquaculture organizations (RD 956/2017, RD 418/2015, RD 277/2016)

Block 3: PAC Governance (RD 1046/2022)

  • Elimination of the yield settlement procedure: this procedure is eliminated, which had become moot following the entry into force of Regulation (EU) 2025/2649.
  • Adaptation to new European guidelines: the governance of the Strategic Plan for the PAC in Spain and the management of EAGF and EAFRD funds are updated to reflect new community requirements.
