Practical example

A career civil servant of the AGE who has been in their current permanent position for three years and wishes to apply for a position called in the Ministry of Economy meets the minimum two-year tenure requirement. To participate, they must access the Funciona Portal with their electronic certificate, complete the electronic application and attach documentation proving their general and specific merits according to the call's annexes.

If that same civil servant were in provisional assignment status occupying a position listed in the call, they would have no option not to participate: the regulation obliges them to compete. Failing to do so would constitute a breach of the obligations arising from their administrative status.

Conversely, a civil servant who has been in their current permanent position for only one year could only participate if their case fits one of the limited exceptions provided for in the call.

What should civil servants do now?

1. Verify if your position is called: check the list of positions included in the call. If you are in provisional assignment and your position is listed, you have an obligation to participate.
2. Check the tenure requirement: confirm that you have been in your current permanent position for at least two years. If not, review whether your situation fits one of the limited exceptions in the call.
3. Obtain or renew your electronic certificate: the application is mandatory electronic through the Funciona Portal. Without a valid electronic certificate you cannot submit it (except in exceptional cases that allow paper).
4. Prepare merit documentation: gather the documents proving your general and specific merits according to the annexes established in the call. An application without sufficient documentation may be excluded.
5. Submit the application within the deadline: access the Funciona Portal, complete the electronic application and attach all required documentation before the submission deadline expires.
