Local Police of Puente Genil in VioGén 2026: what changes and what municipalities must do

This type of agreement is replicated in multiple municipalities with the objective of achieving comprehensive VioGén system coverage at the national level, extending the monitoring network beyond the State Security Forces and Bodies.

What does this regulation establish?

The agreement regulates the access of Local Police agents of Puente Genil to the VioGén system and distributes responsibilities between the Municipality and the Ministry of Interior. The key points are as follows:

VioGén centralizes information of a police, judicial and penitentiary nature, which makes access to this system a tool of high operational value but also of high responsibility in terms of data protection and proper use.

Economic and operational impact

This agreement does not generate direct system access costs for the Municipality: the Ministry of Interior assumes security controls, usage audits and technical training on the system. However, the Municipality does assume its own operational burdens:

• Specialized training of agents: the Municipality must ensure that authorized agents receive specific training to operate in VioGén. This involves training hours, possible replacement of personnel during training and coordination with the State Secretariat for Security.
• User management: the Municipality is responsible for keeping the register of authorized users updated, including the deactivation of those who have been inactive for more than one year in the system.
• Protocol compliance: agents must operate following the protocols defined by the State Secretariat for Security, which may require adaptations in the procedures of the local body.

The operational impact is, therefore, mainly internal management and training. The agreement does not contemplate explicit economic sanctions for non-compliance, but failure to comply with protocols may result in revocation of system access.

Who does it affect?

• Local Police of Puente Genil: agents who will be authorized to access, consult and enter data in VioGén.
• Municipality of Puente Genil: as the institution responsible for complying with training obligations, user management and protocols.
• Training and HR managers of the Municipality: must plan and certify specialized training of authorized agents.
• Victims of gender-based violence in Puente Genil: benefit from more coordinated monitoring and risk assessment by the Local Police.
• Other municipalities: this agreement is a replicable model. Municipalities that are not yet integrated into VioGén should anticipate that this process will be extended at the national level.

Practical example

A Local Police officer in Puente Genil receives a report of a possible gender-based violence situation in the municipality. Thanks to the integration into VioGén, she can consult in real time whether the victim already has a case open in the system, what risk level was previously assigned to her and whether there is relevant judicial or penitentiary information (for example, if the aggressor is on conditional release).

After the intervention, the officer enters the data of the new incident into VioGén and updates the risk assessment. This information becomes available centrally to the rest of the security bodies, courts and penitentiary services involved in the case.

For this to be possible, the Municipality must have previously authorized that officer in the system, guaranteed her specialized training and ensured that her user has not been inactive for more than one year (in which case she would have been deactivated and would require reactivation).

What should municipalities do now?

1. Identify agents to authorize: determine which members of the Local Police should have access to VioGén and formalize their authorization with the State Secretariat for Security.
2. Plan specialized training: coordinate with the Ministry of Interior the technical training on the system and ensure that all authorized agents complete it before operating in VioGén.
3. Establish a user management procedure: designate an internal manager who keeps the user register updated, with special attention to the mandatory deactivation of those with more than one year of inactivity.
4. Adapt internal protocols: review procedures for responding to gender-based violence cases to incorporate the use of VioGén as a standard consultation and registration tool.
5. Verify data security compliance: ensure that access and use of the system complies with security controls established by the Ministry, given that VioGén handles especially sensitive data of a police, judicial and penitentiary nature.
