FSE+ 2026: Funding for Child Reception Centers and Professional Training

Organizations working in child protection have a European funding window open since July 11, 2026. The Resolution from the State Secretariat for Social Rights (BOE-A-2026-15195) initiates the selection procedure for operations under two specific measures of the Social Inclusion Program, Child Guarantee and Fight against Poverty, co-financed by the European Social Fund Plus (FSE+). The regime is non-competitive concurrence, which reduces the usual competitive pressure in subsidy calls.

What does this regulation establish?

The resolution articulates two differentiated measures within the same program:

A cross-cutting requirement for both measures is that each operation must be preceded by a prior diagnosis conducted by the Platform of Child Organizations. This diagnosis is not optional: it is a condition for being able to submit an operation.

The non-competitive concurrence regime means that operations do not compete with each other by score, but are evaluated individually against the established requirements. This favors entities with less technical capacity to compete in ordinary calls.

Economic and operational impact

The 2021-2027 multiannual financial framework allocates 11,295 million euros of FSE+ to Spain. Measures 7.L.03 and 7.L.04 are framed within the Social Inclusion Program, Child Guarantee and Fight against Poverty, which is one of the operational programs that channels part of that volume.

For beneficiary entities, the operational impact is twofold:

• Measure 7.L.03: Allows financing the structural transformation of the intervention model in residential centers, including methodological changes, team reorganization and adaptation of spaces towards a family and community-based model.
• Measure 7.L.04: Covers the cost of specialized training for the three key professional profiles: social educators, social workers and psychologists. Training must be oriented towards direct intervention with children under guardianship.

The execution deadline until December 2029 offers a broad horizon for planning and executing transformation projects that, by their nature, require implementation and consolidation time.

Who does it affect?

• Regional public administrations with responsibilities in child protection and management of residential reception resources.
• Third sector entities that manage reception centers, supervised apartments or other residential resources for children under public guardianship.
• Social economy entities that operate in the field of child protection.
• Social educators, social workers and psychologists who work directly with children under guardianship in residential resources (as beneficiaries of training financed by measure 7.L.04).
• Platform of Child Organizations, which has a mandatory instrumental role in conducting the prior diagnoses required for each operation.

Practical example

A third sector foundation that manages three reception centers for children under guardianship in an autonomous community wants to modernize its intervention model and train its team of 15 professionals (social educators and psychologists).

Under this call, it could submit two differentiated operations:

1. Operation under measure 7.L.03: Design and implementation of a new residential intervention model focused on attachment and trauma, with team reorganization and methodological adaptation in the three centers. Prior requirement: obtain the diagnosis from the Platform of Child Organizations before submitting the operation.
2. Operation under measure 7.L.04: Specialized training plan for the 15 team professionals, with content on attachment, trauma and family and community-based intervention models.

Since it is non-competitive concurrence, the foundation does not compete against other entities: its operation is evaluated on its own merits against the call requirements. The execution deadline extends until December 2029, allowing training to be planned in several annual phases.

What should organizations do now?

1. Verify if you are an eligible entity: Confirm that your organization is a regional public administration, third sector entity or social economy entity with activity in child protection.
2. Contact the Platform of Child Organizations: The prior diagnosis that this platform must conduct is a mandatory requirement for submitting any operation. Start this process as soon as possible, as it may require time.
3. Identify which measure or measures apply to you: Determine whether your project fits measure 7.L.03 (transformation of the residential model), 7.L.04 (professional training) or both, and prepare the corresponding documentation.
4. Design operations with the required methodological approach: Measure 7.L.03 requires a person-centered approach, family and community-based, supported by scientific evidence on attachment and trauma. Ensure that the project design explicitly reflects this.
5. Plan execution until December 2029: Design a realistic timeline that includes diagnosis, implementation and justification phases within the maximum execution deadline established.
