Spanish companies and entities participating in European financing programs have had a new internationalization lever since July 2026: Japan joins as a third country associated with European Union programs. The Council Decision (EU) 2026/2065, adopted on 14 July 2026 and published in the Official Journal on 17 September 2026, authorizes the signature and provisional application of the framework agreement between the EU and the Government of Japan.

This is not a conventional trade agreement. It is a participation agreement that allows Japanese entities to contribute financially and benefit from community programs, just as other associated third countries already do. For Spanish companies, it means they can build consortia with Japanese partners and submit joint applications to European calls.

What does this regulation establish?

The Council Decision authorizes two specific things:

  • The signature of the framework agreement between the EU and the Government of Japan on participation in Union programs.
  • The provisional application of the agreement, which means it has immediate legal effects without waiting for formal ratification by the European Parliament.

The agreement is of the "third country participation framework" type, a common mechanism in EU foreign policy to integrate strategic partners into its financing instruments. Under this umbrella, the programs in which Japan can participate include, among others:

  • Horizon Europe: the EU's main R&D and innovation program.
  • Erasmus+: the education, training, youth and sport program.
  • Other community funds and programs for sectoral cooperation.

The agreement strengthens EU-Japan strategic relations in three main areas: research and development, education and sectoral cooperation. Japan, as an associated country, contributes financially to the budget of the programs in which it participates and, in return, its entities can compete in calls on equal terms with entities from Member States.

Economic and operational impact

For Spanish companies and organizations, the impact is primarily one of opportunity, not cost or obligation. No new administrative burden or mandatory spending is imposed. The agreement opens a market for collaboration that did not previously exist in a structured way.

AreaImpact for Spanish entities
R&D and innovation (Horizon Europe)Possibility of including Japanese partners in consortia of EU-funded projects
Education and training (Erasmus+)New opportunities for mobility and institutional collaboration with Japanese universities and centers
Sectoral cooperationAccess to collaboration networks with Japanese entities in strategic sectors
Consortium managementLarger pool of eligible partners for European projects, which can improve the competitiveness of proposals

The agreement also has strategic implications: Japan is one of the world's most advanced economies in technology, automotive, robotics and life sciences. The ability to build formal alliances within the framework of European programs opens doors to knowledge transfer and access to world-class technological capabilities.

Who does it affect?

  • Technology and R&D companies that participate or wish to participate in Horizon Europe calls.
  • Universities and research centers with international activity and ongoing or planned European projects.
  • Educational institutions participating in Erasmus+ programs and seeking to expand their international partner network.
  • Companies in strategic sectors (automotive, robotics, life sciences, energy, digitalization) interested in technological collaboration with Japan.
  • European project managers (project managers, European project offices) who design consortia for competitive calls.
  • Consulting firms specializing in European funds that advise companies and institutions on securing community financing.

Practical example

A Spanish industrial technology company preparing a proposal for a Horizon Europe call in the field of collaborative robotics needs to expand its consortium with a high-level technology partner. Before the agreement, including a leading Japanese robotics company involved complex procedures and the Japanese entity could not access European financing directly.

With the agreement in force since 14 July 2026, that Japanese company can integrate into the consortium as an eligible partner, contribute to the project and receive financing from the European program. The Spanish company, as consortium coordinator, gains competitiveness against other proposals by incorporating world-class Japanese technological capabilities, which can be decisive in the evaluation of the proposal.

What should companies do now?

  1. Identify whether you participate or plan to participate in European programs (Horizon Europe, Erasmus+ or other community funds) where a Japanese partner could add technological or academic value.
  2. Review ongoing or in-preparation consortia to assess whether incorporating a Japanese entity improves the proposal and makes it more competitive.
  3. Contact your organization's European Projects Office or a specialized consulting firm to analyze open calls compatible with this new collaboration framework.
  4. Explore the Japanese business and research ecosystem in your sector to identify potential partners: the agreement is already in force provisionally, so there is no need to wait for parliamentary ratification.
  5. Stay alert to Horizon Europe and Erasmus+ calls that explicitly include Japan as an eligible associated country, as the specific conditions for participation will be detailed in each specific call.

Frequently asked questions

When can Japanese entities start participating in European programs?

The agreement between the EU and Japan applies provisionally as of 14 July 2026, the date of adoption of the Council Decision. This means there is no need to wait for formal ratification by the European Parliament: the agreement already has full legal effect from that date.

Which European programs can Japan participate in?

The framework agreement covers participation in Union programs in general. The programs expressly mentioned in the regulation are Horizon Europe (R&D and innovation), Erasmus+ (education and training) and other community funds for sectoral cooperation in the areas of R&D, education and sectoral cooperation.

What advantage does a Spanish company have in including a Japanese partner in a European project?

Including a Japanese partner in a consortium for a European call can improve the competitiveness of the proposal by incorporating advanced technological capabilities (Japan is a leader in robotics, automotive, life sciences and digitalization). Additionally, the Japanese partner can access European financing directly, which facilitates consortium building and the distribution of tasks and budget.

Does this agreement impose any cost or new obligation on Spanish companies?

No. The agreement imposes no administrative burden or mandatory cost on Spanish companies or institutions. It is exclusively an opening of opportunities: it expands the pool of eligible partners for European projects, but does not require anyone to collaborate with Japanese entities or modify any internal process.

Do I need to wait for the European Parliament to ratify the agreement to take action?

No. The Council Decision authorizes the provisional application of the agreement, which means it takes effect before formal ratification by the European Parliament. Japanese entities are already eligible as partners in European programs as of 14 July 2026.
