New Entrepreneur Service Points in Registries: what changes in 2026

If you are thinking about creating a company in Spain, from 2026 onwards you have more points where you can do it. The State Secretariat for Industry and the College of Registrars of Property, Personal Property and Commercial Registries have signed an agreement to integrate registry offices into the CIRCE Network as Entrepreneur Service Points (PAE). The resolution was published in the Official State Gazette on April 11, 2026.

The practical result is clear: more access points throughout the territory to process the incorporation of companies, especially LLCs, with the guarantee of specialized registry advice and integration with the Ministry's electronic system.

What does this regulation establish?

The agreement has a specific objective: to incorporate the offices of the College of Registrars into the CIRCE Network as Entrepreneur Service Points. Until now, PAEs were linked mainly to other bodies (notaries, chambers of commerce, municipal single windows). With this agreement, registrars join that network.

The key elements of the agreement are:

• Integration into the CIRCE Network: Registry offices are enabled as PAE, connected to the electronic system of the Ministry of Industry.
• Available procedures: Company incorporation in person and electronically, with special emphasis on the creation of Limited Liability Companies (LLCs).
• Specialized advice: Registrars provide guidance on the registry process in the process of starting business activity.
• Territorial coverage: By extending to registry offices, the PAE network gains presence in more municipalities and areas of Spanish territory.
• Modality: Procedures can be carried out both in person and electronically.

The CIRCE system (Information Center and Company Creation Network) is the Ministry of Industry platform that allows companies to be created in a simplified manner. With this agreement, the network of physical points where you can access that system is expanded.

Economic and operational impact

This agreement does not generate new direct costs for the entrepreneur. The registry and notarial fees inherent to the incorporation of a company are not modified by this regulation. The impact is fundamentally operational and access-related:

• More processing point options: The entrepreneur can choose to go to a Property or Commercial Registry as an alternative to other existing PAEs.
• Reduction of administrative barriers: By concentrating registry advice and electronic processing at a single point, the number of transactions at different windows is reduced.

Imagine you are self-employed in a medium-sized city and want to incorporate an LLC to formalize your activity with partners. Until now, your closest PAE option could be a chamber of commerce or a municipal single window, which in some cases involves travel or waiting lists.

With this agreement, you can go directly to the Commercial Registry of your province. There, the registrar acts as a PAE integrated into the CIRCE Network: advises you on the incorporation process, initiates electronic procedures with the Ministry system and guides you on the specific registry requirements of the LLC. All at a single point, in person or electronically, without the need to manage the process at several different agencies.

The result: fewer trips, specialized advice on the registry act and processing integrated with the CIRCE system from the start.

What should companies do now?

1. If you are planning to create a company: Identify the nearest Property or Commercial Registry and check if it is already operational as a PAE integrated into the CIRCE Network, since the entry into force date has not been specified.
2. If you are an advisor or manager: Update your map of available PAE points for your clients and include Commercial Registries as a processing option, especially for LLC incorporations.
3. If you have clients in areas with few PAEs: Verify if there is a Property or Commercial Registry in their area that can facilitate the incorporation process with greater territorial coverage.
4. Consult the official source: Review the full text of the agreement in the Official State Gazette (BOE-A-2026-8118) to learn about the specific conditions for integration and the exact services available at each point.
5. Stay informed about entry into force: Since the date of operational activation has not been specified, follow communications from the College of Registrars and the Ministry of Industry to find out when these new PAEs are available.
