Fourteen municipalities in the area of influence of the Doñana Natural Space will receive direct public funding to implement integration and awareness programs aimed at the foreign-born population working in the area, mostly agricultural workers. The Royal Decree 686/2026, published on 27 August 2026, establishes this award under article 22.2.c) of the General Subsidies Law, which excludes competitive competition and guarantees direct access to funds for the designated municipalities.

This regulation is a continuation of RD 818/2025 and is part of the 2025 Interministerial Agreement between the Ministry of Ecological Transition and the Ministry of Inclusion, thus consolidating a specific territorial action line for the Doñana area.

What does this regulation establish?

Royal Decree 686/2026 articulates two lines of action that can be financed with these subsidies:

  • Line 1 — Awareness-raising: Projects against racism, xenophobia, human trafficking and violence against migrant women.
  • Line 2 — Legal dissemination: Information activities on immigration regulations to facilitate documentary regularization of the migrant population.

Beneficiary municipalities must allocate funds to projects structured in three phases: diagnosis of the local situation, implementation of awareness-raising and legal information activities, and monitoring of the results obtained.

The award is direct and extraordinary, which means there is no open call or competition between municipalities. The 14 municipalities in the Doñana area of influence are the only beneficiaries designated by the regulation, with no possibility for other municipalities to access these specific funds.

This regulation replaces and expands the framework established by RD 818/2025, of which it is a direct continuation, reinforcing the commitment to sustained territorial intervention over time in the Doñana area.

Economic and operational impact

For the 14 beneficiary municipalities, this regulation means the availability of public funding without the need to compete in a competitive call. The operational impact is concentrated in three areas:

  • Project planning: Municipalities must design specific actions in the two financeable lines (awareness-raising and legal dissemination), with diagnosis, implementation and monitoring phases.
  • Administrative management: As these are direct subsidies, the bureaucratic burden is simplified compared to competitive calls, although the obligation to justify spending persists.
  • Continuity with respect to RD 818/2025: Municipalities that have already implemented projects under the previous decree have an operational advantage by being able to reuse structures, previous diagnoses and already trained work teams.

From the perspective of social entities and NGOs operating in the area, this regulation opens an indirect funding channel: municipalities can subcontract or collaborate with organizations specialized in migrant population care to carry out the planned activities.

Who does it affect?

  • 14 municipalities in the area of influence of the Doñana Natural Space in the provinces of Huelva, Seville and Cádiz — they are the only direct beneficiaries of the subsidies.
  • Agricultural migrant population in the area, especially foreign-born seasonal workers with documentary regularization needs or in vulnerable situations.
  • Social entities, NGOs and associations working with migrant populations in the Doñana area, as potential collaborators or subcontractors of municipalities.
  • Municipal technicians in social services and integration of the 14 municipalities, responsible for designing and implementing funded projects.
  • Ministry of Ecological Transition and Ministry of Inclusion, as bodies responsible for monitoring and controlling activities.

Practical example

A municipality in Huelva province included among the 14 beneficiaries wants to implement a project under Line 2 (legal dissemination). The structure it must follow is as follows:

  1. Diagnosis: Identify how many migrant agricultural workers in its municipal area lack regularized documentation or are unaware of their rights in immigration matters.
  2. Implementation: Organize information sessions on immigration regulations, in collaboration with a specialized NGO or the legal guidance service of the provincial bar association.
  3. Monitoring: Record the number of people served, the procedures initiated and the results obtained to justify spending to the responsible ministries.

As this is a direct award, this municipality does not need to compete with other municipalities: the subsidy is assigned by Royal Decree 686/2026 itself. Its task is to correctly implement the project and justify spending in accordance with the established requirements.

What should municipalities do now?

  1. Verify if the municipality is included among the 14 beneficiary municipalities designated by RD 686/2026. Only municipalities in the area of influence of the Doñana Natural Space in Huelva, Seville and Cádiz have access to these funds.
  2. Review the RD 818/2025 file if activities have already been carried out under that previous decree, to take advantage of previous diagnoses and structures and speed up planning.
  3. Design the projects in accordance with the two financeable lines: awareness-raising (against racism, xenophobia, trafficking and violence against migrant women) and legal dissemination (immigration regulations and documentary regularization).
  4. Identify collaborators: NGOs, migrant associations, bar associations or other specialized entities that can implement or co-implement the planned activities.
  5. Prepare the spending justification system from the start of the project, documenting diagnosis, activities carried out and monitoring results to comply with the obligations of the General Subsidies Law.

Frequently asked questions

Which municipalities are beneficiaries of the RD 686/2026 subsidies?

Royal Decree 686/2026 designates as beneficiaries 14 municipalities in the area of influence of the Doñana Natural Space, located in the provinces of Huelva, Seville and Cádiz. They are the only municipalities that can access these funds, as the award is direct and is not open to other municipalities through a competitive call.

What exactly can these subsidies be used for?

Funds must be allocated to two specific lines: Line 1, awareness-raising projects against racism, xenophobia, human trafficking and violence against migrant women; and Line 2, activities to disseminate immigration regulations to facilitate documentary regularization of the migrant population. Each project must include diagnosis, implementation and monitoring phases.

Why is the award direct and not by competitive competition?

The award is based on article 22.2.c) of the General Subsidies Law, which allows direct award in cases of public, social, economic or humanitarian interest of an extraordinary nature. This excludes open calls and competition between municipalities: the 14 designated municipalities receive the funds without needing to compete.

Does this decree replace RD 818/2025?

RD 686/2026 is a continuation of RD 818/2025, not a complete replacement. Both are part of the same 2025 Interministerial Agreement between the Ministry of Ecological Transition and the Ministry of Inclusion. Municipalities that have already implemented projects under the previous decree can take advantage of previous diagnoses and structures for new activities.

Can NGOs or social entities access these subsidies directly?

Not directly. The only designated beneficiaries are the 14 municipalities in the Doñana area of influence. However, social entities, NGOs and associations specialized in migrant population care can participate as collaborators or subcontractors of municipalities to carry out the funded activities.
