The Congress of Deputies offers 6 practical training scholarships in parliamentary institutional communication with an allocation of €16,500 gross per scholarship, paid at €1,500 monthly for 11 months. The call, approved by the Board of the Permanent Delegation on 13 October 2026 and published in the Official Gazette on 26 October 2026 (reference BOE-A-2026-22392), activates a very tight application deadline: 15 business days from that date.
This is not a conventional study scholarship. Selected candidates will develop their activity in the real environment of Congress, with registration in Social Security, which represents an opportunity to access the labor market with complete social coverage.
What does this call establish?
The call regulates all aspects of the process: access requirements, economic allocation, duration, selection process and scholarship conditions. The essential points are as follows:
Access requirements
- Official qualification in Journalism, Audiovisual Communication or Advertising and Public Relations.
- Spanish nationality or nationality of a Member State of the European Union.
- Born on 1 January 1998 or later.
Scholarship conditions
| Concept | Detail |
|---|---|
| Number of positions | 6 individual scholarships |
| Total allocation per scholarship | €16,500 gross |
| Monthly amount | €1,500 gross/month |
| Duration | From 1 February to 31 December 2027 |
| Social Security System | General Social Security System |
| Reserved position for disability | 1 position for persons with disability ≥ 33% |
Selection process
The selection is structured in two differentiated phases:
- Merit scoring: the merits of all candidates who meet the requirements are evaluated.
- Interview: the 25 best candidates resulting from the merit scoring are called for a personal interview.
Economic impact and conditions
Each scholarship represents a total cost to Congress of €16,500 gross per beneficiary, which implies an aggregate expenditure of €99,000 gross for the 6 positions. For the scholarship holder, the net amount will depend on their personal tax situation, but the gross monthly remuneration of €1,500 is competitive for a practical training position in the public sector.
A differentiating element compared to other public sector scholarships is inclusion in the General Social Security System. This means that the scholarship period counts towards future benefits (unemployment, retirement, medical leave), something that does not occur in all training scholarships.
The duration of 11 months (February to December 2027) is also above the average of practical training scholarships announced by public bodies, which increases the real value of the opportunity.
Who does it affect?
- Graduates in Journalism with official Spanish qualification or recognized in Spain.
- Graduates in Audiovisual Communication with official qualification.
- Graduates in Advertising and Public Relations with official qualification.
- Spanish or EU citizens born on 1 January 1998 or later.
- Persons with disability equal to or greater than 33% who meet the other requirements (reserved position).
It does not directly affect companies or employers. However, communication departments, agencies and media may find in these profiles candidates who will have acquired experience in first-rate parliamentary institutional communication.
Practical example
A graduate in Journalism from the Complutense University, born in March 2000 and with Spanish nationality, meets all access requirements. He submits his application electronically within the 15 business days from 26 October 2026.
If he passes the merit scoring and ranks among the 25 best candidates, he is called for an interview. If finally selected, he joins on 1 February 2027 and receives €1,500 gross per month for 11 months, with registration in the General Social Security System. At the end of 31 December 2027, he will have received €16,500 gross and accumulated 11 months of contributions.
If he also has a recognized disability of 35%, he can also apply for the reserved position, which increases his chances of selection.
What should you do now?
- Verify qualification and age requirements: check that your qualification is Journalism, Audiovisual Communication or Advertising and Public Relations, and that you were born on 1 January 1998 or later.
- Calculate the application deadline: the deadline is 15 business days from 26 October 2026. Count the business days (excluding Saturdays, Sundays and national holidays) so you don't miss the deadline.
- Prepare documentation proving your merits: the first phase is merit scoring, so academic record, experience and complementary training are decisive for reaching the interview.
- Submit your application electronically: the call requires electronic submission. Make sure you have a valid digital certificate or electronic identification system.
- If you have recognized disability ≥ 33%: indicate this circumstance in your application to apply for the reserved position.
- Consult the official call in the Official Gazette (reference BOE-A-2026-22392) to know the exact merit scoring and evaluation criteria applicable in the first phase.
