Municipalities and local entities throughout Spain receive in 2026 an injection of 40 million euros from the State to strengthen their programs against gender violence, within the framework of the State Pact against Gender Violence. The Resolution of July 16, 2026, from the State Secretariat for Equality and the Eradication of Violence against Women, formalizes this transfer and establishes the conditions of use, execution and justification that beneficiary entities must comply with.

This is not a competitive call: funds are distributed automatically according to objective criteria. However, execution, publicity and justification obligations are enforceable and their non-compliance has direct consequences.

What does this regulation establish?

The resolution regulates the transfer of funds from the State to local entities within the State Pact against Gender Violence, for fiscal year 2026. The key aspects are as follows:

AspectDetail
Destination of fundsCurrent spending on prevention, detection, care and comprehensive protection programs against violence against women, including sexual violence
Execution periodFrom July 1, 2026 to June 30, 2027
Justification deadlineUntil September 30, 2027
Distribution criteriaMunicipal population and participation in VioGén and ATENPRO systems
Remainder compensation11.44 million euros in uncommitted remainders from 2024 are deducted, resulting in a net transfer of 28.56 million
Publicity obligationsEntities must comply with active publicity requirements; non-compliance generates a notice with a 15-day period to remedy

Funds can only be used for current spending, not investments. Eligible areas include prevention programs, early detection, victim care and comprehensive protection, with express mention of sexual violence as a covered area.

Economic and operational impact

The gross amount of 40 million euros is reduced in practice to 28.56 million euros of net transfer, due to the compensation of uncommitted remainders from fiscal year 2024 valued at 11.44 million euros. This means that the 2024 remainders represent approximately 28.6% of the total allocation provided for 2026.

Distribution among local entities is not linear: it is calculated based on two combined variables:

  • Municipal population: larger population, larger base allocation.
  • Participation in VioGén and ATENPRO systems: municipalities most active in these monitoring and protection systems receive an additional proportion.

This means that municipalities that are not integrated or active in VioGén and ATENPRO may see their allocation reduced compared to others of similar size. It is a direct incentive for participation in these protection systems.

From an operational perspective, entities must plan spending execution over a 12-month period (July 2026 – June 2027) and have three additional months to justify (until September 2027). Non-compliance with active publicity obligations does not generate direct economic sanctions immediately, but rather a formal notice with a 15 business day period to remedy.

Who does it affect?

  • Municipalities of any size throughout Spain, especially those already participating in VioGén and ATENPRO systems.
  • Municipal associations with responsibilities in social services or equality.
  • Other local entities with reserved responsibilities within the framework of the State Pact against Gender Violence.
  • Equality technicians, social services and municipal secretaries responsible for fund execution and justification.
  • Transparency and active publicity managers of local entities, given that non-compliance with these obligations is subject to notice.

Practical example

A medium-sized municipality, with active participation in VioGén and ATENPRO systems, will receive an allocation calculated on the 28.56 million euros of net transfer, weighted by its population and level of participation in these systems. If that municipality did not properly commit the funds received in 2024, part of those remainders have already been deducted from the 2026 allocation, reducing the amount available for this fiscal year.

Suppose the municipality receives 150,000 euros net. It must execute that amount entirely in current spending (personnel, services, care programs) before June 30, 2027, and submit documentary justification before September 30, 2027. If it does not properly publish information about fund use on its transparency portal, it will receive a notice with 15 days to correct it.

What should local entities do now?

  1. Verify the assigned amount: Check the specific allocation received, taking into account whether there are 2024 remainders that have been compensated and reduced the 2026 allocation.
  2. Plan current spending: Design or expand prevention, detection, care and comprehensive protection programs against gender violence (including sexual violence) that can be executed before June 30, 2027.
  3. Review participation in VioGén and ATENPRO: If the municipality is not active in these systems, activate participation to avoid seeing the allocation reduced in future fiscal years.
  4. Comply with active publicity obligations: Publish on the municipal transparency portal information about fund use. Non-compliance generates a notice with a 15-day period to remedy.
  5. Prepare documentary justification: Organize spending documentation from the start to meet the September 30, 2027 justification deadline without last-minute rush.
  6. Avoid generating new remainders: Uncommitted remainders will be compensated in future fiscal years, reducing available allocation. Executing 100% of the assigned amount is key.
