What does this regulation establish?

The resolution announces the provision of 10 positions in the Spanish Foreign Service through the system of free appointment. This system allows the Administration to directly select the most suitable candidate among civil servants who meet the requirements, without following a ranking order.

The announced positions, with their destinations, type and levels, are as follows:

Position typeDestination countryLevelSpecific allowance
ChancellorMorocco22–26Between €4,832 and €8,079
ChancellorMexico22–26Between €4,832 and €8,079

Head of Visa SectionMultiple destinations22–26Between €4,832 and €8,079
Head of Secretariat SectionVatican22–26Between €4,832 and €8,079

Requirements common to all positions:

  • Be a career civil servant of the General State Administration.
  • Meet the specific requirements of each position (level, body or scale).
  • Have a current security clearance.
  • Demonstrate knowledge of the required language according to destination: French (Morocco), English (Qatar, Philippines, India), Portuguese (Angola), Italian (Vatican).
  • Submit curriculum with accredited merits through the Funciona portal.

Economic and operational impact

The main economic incentive for these positions is the specific allowance, which ranges between €4,832 and €8,079. This allowance compensates for the particular conditions of each overseas position: technical difficulty, responsibility and conditions in the destination country.

In addition to this allowance, there is the base salary and seniority bonuses corresponding to the civil servant's level, plus overseas destination allowances that Foreign Service regulations recognize for each country. The result is that total compensation in overseas destinations typically exceeds that of equivalent positions in national territory.

The maximum tenure in overseas positions is five years, after which the civil servant must return to the Administration in national territory or apply for another overseas position.

Who does it affect?

  • Career civil servants of the General State Administration with a Foreign Service profile.
  • Civil servants from the chancellors bodies and equivalent positions of the Ministry of Foreign Affairs, European Union and Cooperation.
  • Civil servants with level between 22 and 26 who meet language and security clearance requirements.
  • HR managers of units of the Ministry of Foreign Affairs who manage overseas mobility.

Practical example

A career civil servant with level 24 currently assigned to central services in Madrid decides to apply for the position of Head of Secretariat Section at the Vatican. He meets the language requirement (Italian) and has a current security clearance.

He accesses the Funciona portal, updates his curriculum with accredited merits (training, experience in Foreign Service, knowledge of Italian) and submits his application within the 15 working days from 14 July 2026. If selected, he will receive a specific allowance of between €4,832 and €8,079 depending on the exact level of the position, and may remain in that destination for a maximum of 5 years.

What should civil servants do now?

  1. Verify the requirements for each position in the full text of the resolution published in the BOE (reference BOE-A-2026-15320): level, body, required language and security clearance.
  2. Check the validity of the security clearance, as it is a mandatory requirement for all announced positions.
  3. Update the curriculum in the Funciona portal with all accreditable merits: training, experience in Foreign Service, language certifications and any other relevant merit.
  4. Submit the application before the 15 working days expire from 14 July 2026. The deadline is non-extendable and submission after the deadline results in automatic exclusion.
  5. Demonstrate knowledge of the required language according to the destination you are applying for: French, English, Portuguese or Italian, as applicable.
